Then why did the president make FEMA (which is clearly concerned with "weather problems") part of Homeland Security?
All first responders are registered with HS in order to share information and coordinate response in the event of a terrorist attack. Many of us are part of HS. FEMA is part of it because weather doesn't stop even after we've been attacked.
