Seems to me there is some type of battle going on between local or state government and FEMA. I can just see a power struggle going on between the scenes. I know how these things work, it's just a huge battle of egos.

Unfortunately, we don't know the content of these trucks.
From my personal experience with FEMA during Andrew, I never saw a truck loaded with 50,000 MREs arriving a few days after the hurricane. Instead, most of the time the trucks were not fully loaded, and their contents were bulky items like canned food.
During Andrew, FEMA was in the same chaos that you're witnessing in New Orleans.
Same movie, different town.
If there's not, and people are dying on the streets, then I'm going to have conclude that nobody is in charge.
Correct. AND buses to take them out of there..NOW. Most of these people are poor, not animals. I can only watch in horror.

Then he shouldn't have given it. That "speech" was PATHETIC. Except to admit that the progress on the relief was unacceptable, he said absolutely NOTHING - and managed to sound even more lost and inarticulate than usual in saying it.
I wish things were otherwise - but right now The President is neither impressive nor inspiring.
I have lot of experience with hurricanes. When I heard as the storm approached that they were putting people in the Superdome because they had no where else to put them and then it was said that the Superdome may not withstand winds of 165 mph I was shocked. It is apparent that the city of New Orleans was a disaster waiting to happen without planning to prevent the death of many people. Frankly I think the powers that be in Louisiana and the city of New Orleans have been Superdumb!
What was amazing to me, watching that scene at the convention center, was the absolute lack of presence of any kind of civil authority. Not even a policeman to be seen. The only one of "authority" around was Harry Connick, a musician, for cripes' sake. People were just milling around left to their own devices. Given the desperation there, it is not hard to extrapolate that to predict some measure of unrest and trouble. The Mayor was (reputedly) in Baton Rouge. What was he doing there, hiding out? No one knew there the police chief was, or any of the city managers. There was no communication, no words of advice or direction on where people should go or what they should do.
I don't know anything anymore. This is the most chaotic, unstable, poorly coordinated thing I've ever seen in my life.
Tell you what... why don't you go to NO and offer to take over... then when you aren't able to do the impossible fast enough to satisfy people like you, we could all rip on your ineffectiveness... that will be quite a party.

Seems to me the locals in charge should have known their own plan and would have comunicated that to FEMA. Of course FEMA should know what is where but they have no way of knowing what's been done where without the local infomation.
