Seems to me there is some type of battle going on between local or state government and FEMA. I can just see a power struggle going on between the scenes. I know how these things work, it's just a huge battle of egos.

I know there are obstacles, but honestly, it's water and some looters. It's not terrorists with a nuclear bomb.
