28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

Old man - 80 something years old, said all people weren't searched and checked. He wasn't. So any claims from Blanco about no possiblity of guns are BS.

And.......even if these people decided to stay despite the order, I heard the mayor of New Orleans tell them all to have three to five days worth of food and water for each person because they might not be able to get help to them for a few days. Where is their food?

It sounds like you are getting real close to the Terri Schiavo rational. In that, they (she) doesn't deserve to live?

On a completely different topic, I've been wondering about the fate of Grand Isle, Louisiana, the only inhabited barrier island in the state.

I can't understand why anyone stayed there during the storm, but they did.

I haven't read any news reports about its fate, but I did find this photo.

There may have been an initial break-in, and I cannot confirm there wasn't...
BUT...
may if the infirm and others there were taken there by authorities after they were rescued.(A fact already posted here in news reports and reported in interviews on TV) If you are taking people some place,you darn better be sure there are provisions for them there. Those who were rescued mostly came with the clothes on their backs...Officials have been promising these people that buses are coming. And there is no police presence in the Convention Center.... STILL! Knowing the problem, why haven't the city officials dispatched some of the troops to this location?

He heard a looter may get shot, and wants to seem as preemptive as President Bush on handling crisis.

So if he's so available he can go down & start rescuing people himself. Maybe they won't shoot him...maybe they will. Does he think being who he is, is really going to matter?

Could have been obtaining things/shoes to GIVE to victims. I saw a photo of one person who had fashioned "shoes" out of two milk cartons and rubberbands to hold them to his feet.

Cops and Firemen around here carry stuffed animals in their vehicles to give to children in times of emergency for something to hold/comfort them. So perhaps they were taking shoes for victims, and toys for child victims.

Disclaimer: I didn't see the video myself... maybe they were looting... but I'd like to think the best of them until proven otherwise.

New Orleans Police Department Status: The situation for the NOPD is critical. This is firsthand information I have from an NOPD officer we're giving shelter to. Their command and control infrastructure is shot. They have limited to no communication whatsoever. He didn't even know the city was under martial law until we told him! His precinct (5th Precinct) is under water! UNDER WATER -- every vehicle under water. They had to commander moving trucks like Ryder and UHaul to get around. The coroner's office is shut down so bodies are being covered in leaves at best or left where they lie at worst.

They don't even know their own rules of engagement. He says the force is impotent right now. They have no idea what's going on, no coordination...

More from the Police Officer. I'm typing as fast as i can while he talks to us: He's only hearing bits and pieces. The people in the city are shooting at the police. They're upset that they're not getting help quickly enough. The fireman keep calling because they're under fire. He doesn't understand why the people are shooting at the rescuers. Here it is 5 days ago the Mayor said get out of town and nobody went and now they're pissed.

The National Guard was at the Hilton, but now the Hilton is evacuated. When they said the CBD was gonna get 6 feet of water, it seems like everyone evacuated.

He turned the corner onto Canal Street and it looked like a flea market. People breaking into every store, going to the neutral gound (median) and trading and selling everything.

They broke into Winn Dixie Monday Night. Do they steal food? No. Cigarettes and liquor. Store was a mess. All the meats were going to waste so the districts went over there to salvage food for officers. Many cops have been eating MREs.

The Iberville Housing Projects got pissed off because the police started to "shop" after they kicked out looters. Then they started shooting at cops. When the cops left, the looters looted everything. There's probably not a grocery left in this city.

Over 30 officers have quit over the last 3 days. Out of 160 officers in his district maybe 55 or 60 are working. He hasn't seen several since Sunday. HQ is closed, evacuated. No phones to contact them.

"HQ, be advised, we're going 10 7." [going off duty]

"Ok, y'all coming back on???"

"We don't know."
