28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

That's amazing about the people of Kobe. Aren't the Japanese mostly Shintoist and Buddhist? Maybe their religion has something to do with the way they handle crises. They are a very disciplined people.

The people of Kobe in their earthquake were magnificent; spontaneously self-organized.

However the Japanese government made a total botch of handling the quake; one Japanese minister later committed suicide.

They'd over-focused earthquake preparations on the Tokyo region, and also, they were tremendously overconfident; they did a lot of rote "earthquake drills" where people went through the motions but they really weren't learning anything.

Actually it's broader than that. People died because the residents wouldn't face reality. Believe me one would have to be an idiot to live in N.O. and not be aware of the risk. It's the "City that care forgot", remember? Granted the local officials have made it worse but ultimately all of the people of N.O. share responsibility for a tragedy everyone knew would happen sooner or later.

It was WAY longer than that for us in South and deep South Dade... we were truly on our own for about 3 weeks. The Feds and FEMA went to school on us in Andrew.

Agreed. I happen to believe I could have done far better than the people running the show (using that term loosely) in NO right now. Flame away. I don't care. I have had to punt and be creative in life-threatening situations. NO should have had access to top-level disaster people, with far more training than mine.

When I listen to a press conference (on WWL) and they spend half of it telling people things like "Your foodstamp cards have been electronically updated, don't worry", I am simply aghast at the ignorance of the people in charge.

Within the past year there was a story about how the people in Mississippi were also the most generous contributors to charity while the New England states were the stingiest. That makes this heartbreak all the harder...

Just confirmed on Aaron Brown that the entire major shopping center was burned down today... four major chain stores.

If I live to be 100 I will never understand why people who riot insist on buring down the businesses that bring sustenance to their cities.
