Mayor Ray Nagin said that 200 people were stranded on rooftops in the Lower Ninth Ward and several “bodies are floating in the water” in the Bywater neighborhood and in Eastover.
Nagin made the announcement in his first press briefing after Hurricane Katrina slammed just east of the city, but did plenty of devastation to New Orleans.
Nagin said that the 200 stranded people included 20 police officers who were riding out the storm at their homes in preparation to take over shifts from other officers. He said that boats would be dispatched on rescue missions later in the afternoon.
Mayor Nagin issued a "boil water" recommendation for water in the city - except for Algiers and the CBD due to a water main line break that may have compromised the water.
Nagin said at least 20 buildings in the city had collapsed and that it might be 48 hours before residents would be allowed back to their homes to assess the damage.

For crying out loud, use your brain instead of resorting to casting aspersions on my "conservative credentials".
At the time the Constitution was written, we had nowhere near the population we have now, nor the infastructure in place to be able to help much in the event of a natural disaster in some farflung (relatively speaking) corner of the Republic.
Now, we have -what- 300,000,000 people in this country, vastly improved health services and knowlege of epidemiology that we didn't have then. That's just for starters. We have the knowledge, the infastructure, and the WILL to do what we can to help our fellow citizens in a time of serious need.
Your literalistic reading of the Consititution in this instance leaves me cold. Stop using the Consititution to cover up your resentment at being forced to help those you would otherwise throw to the wolves.
Ok. I'm supposing. I see sick old people, helpless young people, poor wretches, all churned up in God's washing machine, reduced to mangled flesh and bone, for what? So those spared can prove to their Creator that they possess compassion? Killing babies and old folks and the poor so WE can prove to HIM our compassion. Sorry, I don't buy it.

You know, I distincly remember on 9-11 when hundreds of people were concerned about YOUR whereabouts and whether or not you were safe. It went on all day long.

Folks that can both see the bigger picture and still care enough about their fellow human beings to realize that we don't have to have written permission from the Founders to do the right thing, or the smart thing.
What's 9-11 got to do with anything? Oh brother. Do we all have to pull on our hairshirts in public to show everyone we care? I don't wish suffering on anyone. Then again, a hurricane in the Gulf coast is not that surprising. it's just weather. A hurricane in Maine would be surprising. People die every day. Suffering occurs every single day all over the world. Shall I stop what I am doing and prove how touchy feely I am, or can I deal with it in my own way? I'll wait for all you frigging self righteous saints to provide me with the proper approved guidelines.
That's fine. For all I know yours is the smart, correct position to take. I think it's noteworthy that on THE conservative forum, the Constitution is clearly a matter of convenience. The only debate would be under what circumstances to shelve it. If that's you believe, it appears the overwhelming majority of conservatives agree with you. So there it is. The Constitution is optional. If you believe that is the right way to go, as you say it is, then you shouldn't object to me pointing it out.
The God you believe in seems to be as cruel as you are. He creates human beings, then purposely sends hurricanes to kill them and bring them misery.
Then, with people like you around, they are left on their own, to fend for themselves.
Well, buddy, that's not the God of Christians, or Jews, or any other religion that I know of. And believers in God see everyone as children of God, and worthy of lifting up when they need it.
Defining the response of this great nation, full of believers, in terms of the Constitution only is unthinkable.
Your problem seems to be a bit of a withered heart, a minimalist attitude toward those in need. Thankfully, the overwhelming majority of Americans are willing to open their wallets, and the treasure of the nation, to respond to those suffering from catastrophic events.
If we don't do this, what good is any of the rest of what we do?
