Mayor: 200 trapped on Ninth Ward rooftops; bodies floating in Bywater

Mayor Ray Nagin said that 200 people were stranded on rooftops in the Lower Ninth Ward and several “bodies are floating in the water” in the Bywater neighborhood and in Eastover.

Nagin made the announcement in his first press briefing after Hurricane Katrina slammed just east of the city, but did plenty of devastation to New Orleans.

Nagin said that the 200 stranded people included 20 police officers who were riding out the storm at their homes in preparation to take over shifts from other officers. He said that boats would be dispatched on rescue missions later in the afternoon.

Mayor Nagin issued a "boil water" recommendation for water in the city - except for Algiers and the CBD due to a water main line break that may have compromised the water.

Nagin said at least 20 buildings in the city had collapsed and that it might be 48 hours before residents would be allowed back to their homes to assess the damage.

The coast guard just lifted a young man from a roof. Very cool and fast. Sheppard Smith reporting and college kids jumping up and down and making faces behind his back. Funny. Spirit seem up.

I don't have any sympathy for these people, they were told to EVACUATE, evacuate means LEAVE, if you chose to stay - you suffer the consequences, it's not like they weren't warned over and over again, it serves them right.

Well, in my opinion, it's harder to have sympathy if they were warned repeatedly to get the &%$* out. I have seen many raging fires in Southern California, and when told to get out, most do, with little hesitation, even if they have to walk out. And many times they are given less warning that this event. Sometimes they only have a matter of two or three hours or so.

Those that choose to stay behind to fight off the fires, knowingly do so at their own risk. I can't really blame them. It's an individuals choice, and they know the risks.

What I don't understand here, is there was no real chance of "fighting" this hurricane. So I cannot see very good reasons for staying put.

Here in Norman it didn't jump -- no reason for Shawnee to jump as the Purcell area refinery supplies most of our gasoline around here. We certainly don't depend on LA refineries for our non-reformulated gasoline.

"Public safety has always been recognized as a legitimate governmental concern."

I think that was his objection. Where exactly is the line between public and private safety? Does a governmental agency have the right to force you from your property? If we are truly free, aren't free to be colossally stupid? Say, throwing a beach party in the face of a hurricane? Where does the goverment's reach stop?

Yes, there WILL be looters.

I just got home, and am reading this thread hours after your post --- and after seeing some helichopter video. Looting tonight was at the forefront of my mind.

Yep - gonna happen, fershur.

None, but given the swath cut through by the storm, the # of homes flooded on the West Bank and the fact that I hunt on Lake Hermitage every year..I'm concerned for the future of Belle Chasse, from the tunnel to Pilot town from SW Pass to Venice..we're talking about complete loss for most of the area. I'll forward anything I get to you.

Nuht-uh. Are you serious? I'm not too familiar with the New Orleans area; I'm interested b/c dh is stationed at the NAS @ Belle Chasse. Of course, he's home b/c of the evacuation and b/c some of the planes were parked up here to avoid the storm.

There were many who could not get out. House bound, fearful elderly with no family. The mentally ill, those paralyzed by fear, those who don't own a car, the uninsured terrified to leave all their possessions to uncertainty. Those who had to stay behind for jobs.

There are a million reasons why some people did not leave. At this point, blame is futile and compassion for their situation is warrented.

Husband said that prices here in Shawnee dropped by 15 cents this evening (he said that he noticed when he was in Norman at school the prices were unaffected). Still up 15 cents from this a.m. though.

Where does the government get the idea that they can tell people when and if they may return to their homes?

The roads to their homes are public.
