Category 4 Hurricane Katrina is approaching landfall in Eastern Louisiana. At 4:00AM EDT the storm's center was about 90 miles south of New Orleans.

Of course insurance companies covers floods, if you have flood insurance. I used to live in a flood zone and made sure to have flood insurance, even for my car, and lo and behold my car was totaled after a flood and the insurance covered every dime.

Unfortunately, most people do not buy flood insurance, even when they live in flood zones, and that's when FEMA steps in to bail them out with taxpayer money.

The remains of Backyard Oasis in historic downtown Covington, during Hurricane Katrina, Monday August 29, 2005. Covington Fire Department Chief Richard Badon decided not to risk the safety of firefighters on the building, which was entirely engulfed.

per wjtv.com : Wiggins, MS has major damage inside of the city, all streets are impassable, not able to re-enter houses tonight. curfew from 6 pm to 6 am tomorrow.

I think as a general rule it would be a very bad thing to declare open season on looters like that. It'd be too easy for groups of looters to form their own groups of "armed, responsible citizen witnesses."

OTOH, it might not be a bad idea for the duly constituted authorities to form a "ready reserve posse" in the "well-ordered militia" sense of the term, to keep order until LEO or NG made it into the area.

Because New Orleans and the entire surrounding area became a city long before the notion of "don't build in a flood plain" was ever conceived. It's call a "grandfather clause".

just heard the update, Doppler Radar showed potential for tornado near Conyers, cell moving N at 30mph, watch out Snellville and Lawrenceville.

I believe the govt offers flood insurance in areas where regular insurance companies will not offer it.
