Bomb squad on-scene is an insurance move in case there is evidence at the scene indicating something other than a transformer problem. You think your average PG&E guy could identify -- or would even think to look for -- powder burns or the shattered fragments of a timer or detonator?
So, why would you expect any different in this post-9/11 era? It's probably become SOP to roll the bomb squad for an explosion of any kind -- just in case. Their presence should not, however, be directly translated into "it really WAS a bomb and there's an active cover-up going on."

No one is tense. The only problem here is adults taking like 13 year old boys, thinking this is all funny, throwing out the queer manhole jokes. It's stupid. It's reported some unfortunate woman is laying in burn center right now over this.
