Matt Cooper called Karl Rove on July 11, 2003.
In his TIME article, Matt Cooper wrote what he calls an honest accounting of his testimony to the Grand Jury, and the following is how Cooper described his call to Karl Rove on July 11.
ROVE in TIME magazine: "Was it through my conversation with Rove that I learned for the first time that Wilson's wife worked at the CIA and may have been responsible for sending him? Yes.
I'm not buying that. Granted, Robert Novak's column outting Valerie Plame didn't appear till July 14.
But the State Department memo which explained the role Wilson's wife played in her husband's Niger trip, was taken aboard Air Force One by Colin Powell, on the president's July 7 trip to Africa. In one account, Powell was "waving the memo around". In a new twist, Ari Fleisher is being accused of sharing the memo contents with reporters who were aboard Air Force One.
I don't know if Matt Cooper went on the Africa trip, but even if he didn't, there's no way Cooper would not have gotten wind of the memo's contents before his July 11 phone call to Karl Rove. One even has to wonder why Cooper would have been calling Rove in the first place, if not to obtain confirmation on Wilson's wife.
(And even if Matt Cooper is such a piss poor reporter that he might have missed out on what every other Washington reporter supposedly knew, you can be sure his wife Mandy Grunwald was in on the latest Washington buzz and would have told him.)
I believe it's more likely Matt Cooper, not Karl Rove, lied to the Grand Jury, and I think Cooper's lie was about what he knew and when he knew it. He had to have known about Valerie Plame before Karl Rove told him.
I think it's highly unlikely Cooper would put information in his TIME article which differed from his Grand Jury testimony.
