Homeland Security Secretary Michael Chertoff, portraying immigration policy as a vital weapon against terrorism, pledged Wednesday to tighten border security but also called on Congress to approve a guest worker program that would make it easier for foreign workers to enter the country legally.
"We must gain full control of our borders to prevent illegal immigration and security breaches," Chertoff said.
But, he added, "control of the border will also require reducing the demand for illegal border migration" by channeling needed workers through a new legal system. Implicit in the guest worker program would be an increase in the number of legal immigrants.
"Without question the most difficult problem the department has to face is immigration enforcement," said Rep. Christopher Cox (R-Newport Beach), chairman of the House Committee on Homeland Security. "It's of vital importance.

I am not from Missouri but you will have to "Show Me" anyways. Been fooled way to many times lately. Give me this but I pay for that. Pay back time come the elections.
Sooo, there is a demand for illegal border migration. Just exactly WHO is making that demand? Answer that question and you have the culprit responsible for the ever increasing numbers of human liter.
This will be the THIRD major revision in as many years of this department (one of the largest ever created in the history of the United States Government).
Thousands of bureaucrats generating tens of thousands of reports and making ZERO progress on Homeland Security.
The solution is simple . .
We seal the borders and set a yearly quota on legal immigrants
Tell them,
"You want to come to the U.S.?,fine,You will become an American citizen,You will enter through one of these centers,your identity, background,health,etc. will be checked.
You will be turned back if you do not qualify,You will be monitored as you go through the process to become an American citizen if you do,You will be shot if you try to come to the U.S. by any other means than through these centers."
I've read several articles here on FR that leads me to believe the person making that demand is VICENTE FOX, and the person complying to the Potentates demands would be GEORGE W. BUSH..the great illegal loving, constitution tromping US President!
In all fairness to the devoted Amercians working in one of these many 'Homeland Security' departments, I must salute them all in recognition of the fact that we have NOT (thank God) had another 9/11.
What is wrong with the system we have in place? No, we do not need to increase our already generous legal immigration. We could however tell those coming in illegally that they will be shot if we catch em coming across as such. In the end when the damage is done there will be much finger pointing and screaming. We all know where the blame lies. I will remember.

The other monumental task will be what to do with the estimated 12 to 15 MILLION illegal aliens already living here.
The more our government stands by and allows this invasion to continue, the more painful the solution will be when that moment does finally (and it will) come.
Crack down hard on employers hiring them,arrest the illegals,ask them where they want to go,drive,bus, fly them there.
"There goes my SS,there goes the price of fruit and veggies,but the farmers,blah,blah,blah",I don't care,illegals must go.
This shows what our leadership really thinks of our intelligence. They are trying to change our minds by saying "it's for the children".

The CFR document calls for creating a "North American preference" so that employers can recruit low-paid workers from anywhere in North America. No longer will illegal aliens have to be smuggled across the border; employers can openly recruit foreigners willing to work for a fraction of U.S. wages.
Just to make sure that bringing cheap labor from Mexico is an essential part of the plan, the CFR document calls for "a seamless North American market" and for "the extension of full labor mobility to Mexico."
