Actually this is only partially effective as they admit in the story.
What they really need to do is shut down subway service entirely. Of course the terrorists would find a way around that.
So what they really need to do is enact a hour curfew and force people to remain in their homes. That would sure work.
We'll teach those terrorists they can't disrupt our freedom-loving society.

Point the first, the London bombs used timers, not cellphones.
Point the second, the bad guys, if you don't detain them, will find a way to wreak havoc, one way or another.
Point the third, I guess in the minds of the Port Authority folk, no one ever needs to call for a cop, firefighter or ambulance while in the tunnels.
When are the "ones what be's in charge" stop the knee-jerk responses and work proactively (i.e., securing the borders and going after the bad guys who are already here)?

If the cops and transit workers radios still work in the "tunnels" then this is just a BS feel good measure IMHO. Pagers, small FRS & GMRS over the counter rigs are still tools of these killers......if.
