I read this drivel twice, and nowhere do I find the words "retract", "disavow", "forswear", "abjure", or even the common phrase, "take back". No, he re-misinterprets his own misstatement once again, and tries to distract us with the accusing finger pointed at his audience, instead of the three fingers pointed back at himself.
Trent Lott tried this sort of thing more than once, before delivering the ineffectual but sincere apology that might have spared him earlier. Lott is the poster child for the proper disposition of the odious Durbin, and should be leading the effort to censure.
Best explanation I've heard so far regarding what he said, and what he said is likely the best he's going to give.

I called my Missouri Republican Senator Monday to ask that Durbin be censured.
They also don't have any problem using an upside down American flag as their personal emblem.
He said "I'm sorry you're so stupid."

"I crossed the line, my remarks were an outrage and I was wrong wrong wrong to say such things. I gave the enemy recruitment fodder and slandered my country, our armed forces, thus endangering the troops. On bended knee I give all an apology."
That might have been an apology.
