State Budget Battle Fizzles (Democratic Girly-Men Throw In The Towel Alert)
Los Angeles Times ^ | 06/15/05 | Evan Halper

The Democrats who control the Legislature have abandoned their effort to add billions of dollars in programs to the governor's proposed state budget, and are preparing to vote for a spending plan with no new taxes and no extra money for schools.

Shifting their focus to the coming special election fight, the lawmakers are surrendering to Gov. Arnold Schwarzenegger on the major spending issues that have separated the two sides for months. For the first time in years, they are rushing to meet their constitutional deadline for passing a budget today with a viable plan. Democrats fear that holding up the budget — even for what they argue is the noble cause of trying to restore $3 billion that schools say they are owed — would hurt them Nov. 8 and drive voters to approve spending controls the governor helped place on the ballot. They said they would try to secure the money by other means.

They say they will vote in favor of a budget that closely resembles the governor's latest spending plan, issued in May. The strategy shift is an indication of the extent to which the special election, ordered by Schwarzenegger on Monday, already has begun to dominate decision making in the Capitol. ...

Now, Democratic strategists and school groups fear that holding up the budget over that issue — just as the special election campaign gets underway — could backfire, fueling Schwarzenegger's charge that the Legislature is dysfunctional. The governor already is campaigning for the measures he endorsed, which could dilute the Legislature's power.

School groups say passage of the spending cap would be more harmful to them than losing the $3 billion this year. The measure would remove some education spending obligations from state law, potentially costing schools billions more.

The Governator's BAAAAAAAACK. The Democratic Girly-Men threw in the today today and passed a budget with no new spending, no new taxes and none of the extra money they demanded for schools. Why are the Leftists playing nice? Could it be the upcoming special election is forcing them to be on their best behavior? Like Rosco Coltrane, I have to say, "I love it, I love it, I love it!" There's nothing more satisfying than a Democratic surrender just before the onset of summer.

We pay more in school property taxes than you people do in CA beause of your outdated 30 year old prop13. The ONLY reason or major reason your school budget is in such serious financial difficulty is because of prop13, Schwarzenneger should play hardball and repeal prop13 and there wouldnt be the budget problems that he has now.

As a republican I never ever ever advocate taxes BUT you people are living in a unrealistic world in LaLa land. While the rest of us are FORCED to pay for school taxes, here in Texas we pay $200 a month on a $135 home for school taxes you all are paying nothing, so your teachers have to suffer because of that??

Teachers should be paid their fair share and yet people in CA are getting away with outdated prop 13 from the 70's, you need to be brought into the 21st century and pay your fair share like we all have to!!

Teachers should be paid their fair share

For what? Advancing the Socialist agenda at every turn, preaching the joys of multiculturalism and diversity, while turning out students that have zero concept of the pride and dignity of American foundations, and who are barely even literate?

The unions are a huge problem, and every state should be a right to work state.

If we paid a fair wage that was dictated by market forces, I'd pay more to a McDonald's fry boy.

The reason CA has an education *shortfall* is because the left thinks any spending under infinity is a cut. As to *paying your fair share*, I do remember hearing that from a politician once or twice... Bill something or another.

I also recall hearing something about "We are going to take things from you for the common good" by his wife.

$135 home? Must be quite the place. Saran wrap roofing or did you spring for Reynolds wrap?

Got pics?

Last time I looked Texas had no state income tax?

But Texans are getting raped on property taxes, which fund the school system.

Unlike CA and FL, TX does not have any mechanism in place to halt the inexorable rise in property taxes when home values rise.

Their loss.

Translation: Tax increases would hurt them in elections and there is no Democrat governor to blame for them.

A $135K home in Texas that would cost and be taxed at $500k in California. Trust me. Californicators are getting raped and raped good in the tax department.

What you want is a homestead exemption that caps property tax increases permanently as long as you live there.

Like Florida.

Let me see if I understand this correctly. You think that CA, which has some of the highest taxes in the country is undertaxing their citizens because they pay less in school property taxes than you do?

You do realize that property taxes aren't the only way that states tax people to pay for schools, don't you?

I suspect that California's biggest problem with funding their schools, is the requirement that they educate illegal aliens in their public schools.

The CA legislature may complain that they need to raise taxes to increase school funding, but they are unwilling to cut other spending to increase funding for the schools.

If increasing funding for schools were that important to them, they could find the money elsewhere in the budget. They are unwilling to do so. Bringing up the issue of schools is merely a political ploy that they think will play well with voters. They simply want to continue to increase spending, and raise taxes to cover it.
