I could be wrong, but my hunch is that he's a Chechen fighter possibly operating out the Pankisi Gorge, with possible supplies, training or inspiration (programming) from Al Qaida.
That's my hunch.
I further suspect that this individual was part of a team, but was the only one close enough to attempt a hit (that we know of) due to perimeter security and other procedures.
On a possibly related note, I don't think that the "gorge" is entirely clean, as Georgia says. I do not believe that all the people living there at a subsistence level are all bad either.
It would be interesting to see if Russian military units commence operations in the gorge, seizing this incident as a pretext, rightfully or wrongfully, before first having developed the necessary specific, actionable intelligence.
It will be interesting to see if this guy is a Chechen and if he admists to be operating out of the gorge. If proven true, expect a firm military response from, you guessed it, Russia.

Your theory would account for both the delay before letting the Secret Service know and also the denial by the Georgian government.
My second thought was that the Secret Service REALLY dropped the ball on this one. I can't believe that they would entrust the safety of our president to foreigners.

I hope the "official" story is that it's just some deranged crackpot tossing a training grenade - or better yet for the "official" story - a rock or a beer bottle.
The individual was acting alone, was not part of a Chechen team, those allegations are groundless, Georgia and Russia stick by the official story, etc etc. The situation was over-hyped, the President is safe, Georgia can relax, and Russia can STAND DOWN. There may be a strong case for creative propaganda/PSYOP to bury this one. But the situation would have to be controlled quickly, as in NOW, not another 10 hours.
Im watching Russia right now to see how they react. If you see any news or comments pertaining to this subject from the Russian perspective in the coming hours, days or weeks, please ping me. Same drill with any allegations of Russian airborne units or other military units (avaiation assets) alleged to be deploying to the gorge.
