Dunn, nor the Attorney General's office availed themselves of this opportunity to learn first-hand why this proposal is infeasible.In other words, "Don't confuse Sen. Dunn or the AG with the facts; they've got their minds made up."
The cost of ammunition would increase from pennies now to several dollars per cartridge. It is sheer, uninformed fantasy to suggest that costs would only increase by half a cent.
That is, of course, the unspoken but true aim of that serialisation requirment; if they can't ban ammunition de jure, they'll make it so expensive as to have a de facto ban.

Right...and everyone who makes their own bullets is going to have to laser engrave them..
Not to mention they deform upon impact...and every bullet has to have its own serial number?
How many zillions of bullets will be made this month?...
and what about foreign bullets...we will refuse to allow anyone to import them..

Instead manufacturers would have no alternative but to abandon the California market.
I suspect this is exactly what the AG is hoping for. The state, of course, would be exempt from the law so police and the privileged would be uneffected. Even if the gun lobby does sue the state over this the state could keep it in court for years. There's NO up side to this situation even for those who would want to outlaw guns. They'll be caught in the societal degradation thats certain to follow.

When I lived in NJ under Florio's "assault weapon" ban, I proudly purchased 20- and 30-round mags at PA gun shows and brought them back home. If I lived in CA, I'd refuse to turn in any unregistered bullets (or loaded ammo containing such bullets), and I'd make it a point to go outside of the state to buy more of them.
Gunowners should have massive protests, with each one bringing a 50-round box of ammo with them. F'em - if they want to enforce the law, let them throw a million people in jail.
Fortunately, I live in TX now. Somehow or other, I just don't see anything gun-related being banned here, not with 30 million + guns in the state. But having lived in an oppressive socialist dictatorship once (the PRNJ), I have great sympathy for gunowners in CA.

Perhaps we should sue because of the unfair impact on the poor's ability to defend themselves.

Exactly as I surmised. A forced confiscation of unserialized ammo and abandonment of the market because it isn't cost effective to manufacture. Disarmament without a shot...unless Californians grow some serious cajones.

The bill does not exempt law enforcement from its requirements. Therefore, state and local law enforcement will not be able to purchase non-serialized ammunition from manufacturers. I believe that the bill was amended to exempt law-enforcement agencies. Personally, I think that the ammunition manufacturers should simply refuse to do business with any of them if this passes.
Hey, it worked in Maine - the AW bill was voted down after Bushmaster told the legiscritters that it would cut off LE if it could no longer sell its products in state. This is no different.
