Fearing Danger to School Children, Woman Chases Suspect, Traps Him

A woman who saw a man inside a vehicle indecently exposed and behaving inappropriately near a school, chased him in her car Friday and was able to trap him when he got stuck in traffic.

Other drivers responded to the woman's plea for help and kept the suspect trapped inside his vehicle until police arrived.

Marc McMillen, 29, of Ridgecrest, was arrested for alleged lewd behavior to include indecent exposure and inappropriately touching himself.

Ridgecrest Police Department Sgt. Robert OBergfell credited cooperation by citizens on the scene with helping to apprehend the suspect.

"Had that happened in Los Angeles, no one would have assisted that woman. I'm proud of our citizens who took a stand and helped," said OBergfell.

Shortly before 11 a.m. Friday morning, a woman, who's name has been requested to be withheld, had seen the suspect sitting in his vehicle in the 300 block of West Church Street. He was apparently watching children at James Monroe Middle School, according to police.

As the woman drove near McMillen's vehicle, she allegedly saw that he was exposed and masturbating.

McMillen sped away when the woman began to scream at him, and that's when she chased him.

Witnesses who saw the chase said a woman was screaming to call police. Several 911 calls came in just after 11 a.m.

Officer William Keys was able to locate the subjects at the intersection of East Ridgecrest Boulevard and China Lake Boulevard where the female victim had blocked McMillen in with her car.

Police said the woman got out of her pickup truck to ask other drivers at the traffic light to help her keep the suspect pinned in so that McMillen could not drive away.

"Other people had their hazard lights on and wouldn't let that guy go. It says a lot about our city and people being concerned for each other," said OBergfell. "That's the reward we get for living in a small community. We really need each other to get this job done."

The suspect was arrested taken to the Ridgecrest Police Department for questioning and his vehicle was towed from the scene and stored.

McMillen was then transported and booked into Kern County Jail in Ridgecrest, where he remains in custody.

There were no juvenile victims.

According to Sgt. Robert OBergfell, the investigation continues.

This exact same thing happened in Staten Island, NY last week.

A guy indecently exposing himself, witnessed by a woman who chased him with a car and got him apprehended.

However, if the guy has not criminal history and there is only her word against his, the ACLU will gladly step in and help him sue the woman and all the other drivers.

English used to be such a precise language. I'm glad they caught this jerk-off, and the woman should be commended.
