WASHINGTON The Internal Revenue Service is inviting civic-minded individuals to help improve the nations tax agency by applying to be members of the Taxpayer Advocacy Panel. The panel provides a forum for citizens from each state to make suggestions regarding IRS decision making.
Taxpayer Advocacy Panel (TAP) members:
Provide opportunities for citizen input and make recommendations to the IRS and Treasury on customer-service issues.
Identify and prioritize taxpayer issues.
Report annually to Treasury, the IRS and the National Taxpayer Advocate.
Participate in meetings where taxpayers are invited to raise issues about their experiences with the IRS.
Refer taxpayers who contact the panels to the IRS offices best able to address their issues.
We are committed to working with taxpayers to improve the customer-service focus of the IRS, said Nina Olson, IRS National Taxpayer Advocate. Working with taxpayers directly helps us identify issues that may not be on the IRS radar screen. We can also hear their concerns about issues the IRS is already addressing.
To qualify as a TAP member, applicants must be U.S. citizens and be able to commit 300 to 500 hours during the year to the panel. In addition, they must be current with their tax obligations and pass a criminal background check.

They don't want REAL reform suggestions, just to know how many rings of unanswered phone it takes to really annoy people, so they keep it one ring below that, when they answer the phone.

The only suggestion I have for the IRS is "OUT OF BUSINESS!"
And the only panel I want to be on is the IRS "Garage Sale" panel!

If that's the case, then a lot of politicians who write tax legislation couldn't qualify to be on this panel!
We're not their "customers", since we are buying nothing from them. They are allegedly our employees, and they owe us.
The only committee that should be formed from the citizenry is called Congress, and it should vote to abolish this agency of state feudalism, and repeal the 17th amendment, and take the country back to a time of freedom when we were not the slaves of bureaucrats who pocket our money and blather about all the "good things" they do to, er, for us.
Oops...17th on my brain...mean't 16th amendment.
Don't worry, that one (17th) needs repealing, too.

The IRS isn't the problem. The problem is Congress, which has created the incomprehensible tax code. It is that code's complexity which gives bad IRS agents the ability to abuse people. There are bad people in every organization. Congress is the problem.

Unfortunately, judging by the amount of time listed as likely required to do a proper job, only a retired or semi-retired individual should handle it.
Chapman was a con job, and they knew it.
