Yes, a aftershock from the 9.0 quake per USGS. An Easter-time aftershock after a Christmas day earthquake. Very strange, indeed.

Phuket has been pretty well cleaned up since the tsunami, most everthing is up and running, (not Molly Malone's though), with the time of day, and the warning procedures, they should be OK.
As for Indonesia, its anyone's guess, messed up country.

Lons as you don't mind being called a "wackjob"???? : ) But, if that were the case, should we look for the Tsunami to hit, oh I don't know 3500 miles from where the earthquake actually happened.... FLORIDA!! (DUN DUN DUNNNNNNN sound effect)

It would also depend on the type of slip that occurs. If one side of the fault uplifted or dropped by any significant measure the danger of tsunami might be greater. If it was a lateral slip the danger is usually less.
Being close to the surface means the energy is more directly transfered to the water. Then again there are a lot of unknowns in the area of tsunami sciences. I tend to agree with who ever said the waves would have already reached Sumatra.
