Einstein's special theory of relativity predicts that nothing can exceed the speed of light. But special relativity applies when spacetime is flat. When spacetime is curved, the theory applies only "locally"--that is, over regions of spacetime small enough to be considered flat. Consider the analogy of a plane that is tangent to a sphere. The flat geometry of the plane is a good approximation to the geometry of the sphere when the size of the plane is very small compared to the sphere's radius of curvature.

We've known for quite some time that light slows down while traveling through various media. That's the reason for refraction in water or glass, for example.
I haven't heard of anything that increases light's speed.
There is a new book, Incompleteness: The Proof and Paradox of Kurt Godel -- by Rebecca Goldstein. About $15. Biographical with philosophy, written by a philosopher. Good writer, too.

Pioneer is leaving the solar system at a faster-than-expected rate. One speculation is that light may be faster than established out there, making interstellar travel that much easier.

No, we're still looking at it wrong. If another fearsome threesome like Goedel, Einstein, and Heisenberg ever come into our midst again, maybe they'll be able to furnish us with the right spectacles like Rowdy Roddy.
The planets react to the instantaneous position of other planets even though the time for light to travel between them may be hours, days, weeks or months. If there was a lag in the reaction because of the light speed, many planet orbits would fly apart in spirals. Funny, nobody make a fuss about this because it has always been this way.
A few 'shrooms can usually help with that.

No, flat spacetime speed of light is the issue here.
