If you do a Search in Yahoo News for photos with the term "Former dictator" who do you think comes up?
You get 4 pages dating back to Nov 25 2004 all of Pinochet.

Pinochet was no boy scout, 3-4 thousand disappeared from a nation of 12 million. Saddam in comparison "disappeared" 100's of thousands in a nation of 25 million.

Saddam gets other titles - like "former president" - since Reuters, AFP and AP all know that he was duly elected. Iraq acually held a "referendum" every seven years. The legislature passed a law mandating the referendum. Of course, Iraqi voters only have one choice (Saddam Hussein) and one question (Do you agree with Saddam Husseins continued rule?). Hussein received 99.96% of the vote in 1995 and 100% of the vote in 2002.
Izzat Ibrahim (Husseins second in command) claimed that a senior Iraqi government official had asked him to reduce the percent of Iraqis supporting Hussein to 80% in order to make the results appear to be more believeable. Ibrahim rejected the request because he did not want to deny the Iraqi people a fair statement of their feelings.
There may have been a few irregularities. The government coded the deposit ballots in order to identify the decision of each voter. Iraq had a turnout of 97.3% in 2002 despite the fact that approximately 46% of all Iraqis are illiterate. The government counted 11.4 million ballots with twelve hours of the closing of the last polling place despite the fact that Iraq has a large rural population.

How does the MSM refer to Slobodan Milosevic? That should be rather telling as well. I recall him being deemed a dictator when a Democrat president decided to go to war with him.
Ohhh I want to know if NATO is considered an "occupying force" in Kosovo....

I wouldn't object them using the word dictator if it hadn't been tainted by communists like Stalin and Mao and national socialists like Hitler.
Dictator: In the system of Roman Republic, a dictator was a person temporarily granted significant power over the state during times of war. The office was held for only 6 months. The ideal model was Cincinnatus, who according to legend, was plowing when called to dictatorship, saved Rome from invasion, and who afterwards returned to his labour, renouncing every honor and power. Other famous dictatores were Lucius Sulla and Julius Caesar.
of course, these days the word dictator is has a distinctive negative meaning and that's obviously what they mean, but it wasn't always that way.
