Could be a modified M1? It's clearly not an M-1 Garand. A company called Springfield Armory sell a semiautomatic version of the M-14 to the civilian market under the brand name M-1A. But there's no reason to think the weapon in the photo is a civilian model.

Looks like a switch for some kind of illuminator. I'm guessing it will "paint" the target and bounce back a reflection that can be picked up by night-vision equipment better than what could be seen with ambient light. Just a guess.
