The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

That could be the pitiful lament we hear from negligent U.S. officials if Al Qaeda pulls off an attack on the United States using weapons of mass destruction smuggled across our southern frontier.

Were that horrendous event to happen, leaders in the administration and Congress would be justly hit with the same question that was perhaps unjustly cast at them and their predecessors after the unprecedented Sept. 11, 2001, terrorist attacks: Why didn't they connect the dots?

Fire still burns in N. China iron mines; 15 rescued, 60 more still trapped

SHIJIAZHUANG, Nov. 20 (Xinhuanet) -- Rescuers have saved 15 miners,while 60 others are still trapped in the iron mines that caught fire Saturday morning in the city of Shahe in north China's Hebei Province, local sources said.

Fire was first reported in an iron mine in Baita Township, privately run by Li Shengwen and others, at approximately 10:30 a.m.

The fire quickly spread to four other nearby iron mines, trapping 75 miners.

An 80-member rescue team, headed by Hebei Province Governor Ji Yunshi, rushed to the mines immediately after the accident.

The whereabouts of the 60 trapped miners are still unknown.

The investigation into the cause of the fire is underway. Enditem

Russia Arrests Hizb ut-Tahrir Terrorist Kingpin, Seize Al Qaeda Manuals

Russian law enforcement officials have detained the leader of a terrorist cell from the internatial Hizb ut-Tahrir organization, which intelligence has linked to Al Qaeda.

Alisher Usmanov, who headed a cell in central Russia’s Tatarstan, was arrested Wednesday, carrying explosives and Al Qaeda training manuals and flyers, the Lenta.ru news site reported, citing police sources in the republic.

Middle East fights locust invasions

Amman, Jordan, Nov. 20 (UPI) -- Jordan said Saturday it has defeated an invasion of red desert locusts that came from Egypt, while Israel declared it had conquered a similar invasion.

Jordan Agriculture Minister Sharari Shakhanbeh said a team from the armed forces, the air force, the agriculture and the interior ministries had managed to "wipe out groups of desert locusts" that Friday night entered the southern Red Sea port city of Aqaba

WASHINGTON -- Anti-nuclear lobbyists are urging the Bush administration to use its influence on Pakistan to allow international experts to interrogate disgraced Pakistani nuclear scientist A.Q. Khan.

Khan, who is still regarded as a national hero for founding Pakistan's nuclear program, has been under house arrest since February, when he admitted to selling nuclear secrets and technology to Iran, Libya and North Korea.

The Military Ship Went Away, People Power

Around 7:20PM last night, the Cape Intrepid left
the Port of Olympia, leaving behind eight military
trucks and 20 or more freight containers intended
for the war in Iraq.

The ship had pulled its ramp up just as I was arriving at 6pm,
to prevent the access of an estimated 150 persons who had
torn a 9 foot hole in the Port's gate near the ship. Two people
were arrested for crossing onto the Port through the hole;
Nick Bland, and a youn man named Cameron (last name
unknown to this reporter). Cameron had been taken by
Thurston County Sheriff's deputies.

Approximately 25 police officers in riot armor and gas masks
stood in a line about ten feet back from the torn fence, in a
tense standoff which lasted more than two hours. At around
8pm, the crowd dwindled to a handful on each side and the
Longshoremen placed a hasty barrier in front of the torn
fence, using a shipping container to block the gap.

The materiel was still on the quay in the morning today,
Friday the 19th, and the Coast Guard personnel who were
tasked with protecting the ship were nowhere to be seen,
having left in the night.

The normal berth for the Cape Intrepid is in Tacoma, at the
Sperry Ocean terminal along Schuster Parkway, but there
were no ships there as of 12 noon today.

It is difficult for some to believe that a simple direct action
against the integrity of a fence could drive off a 695 foot
transport ship, but that is apparently what has happened. No
one has reported yet why the materiel was left behind; no
containers were loaded aboard the ship, despite the markings
on the containers clearly labeling them as military cargo.

ARTICLE SNIPPET: "MOSCOW -- Authorities have arrested a man from Chechnya on suspicion of involvement in the slaying of Paul Klebnikov, the American editor of Forbes magazine's Russia edition who was gunned down outside his Moscow office in July, according to a media report.

A Moscow court sanctioned the arrest of Musa Vakhayev, 40, a resident of the Chechen town of Urus-Martan, the Interfax news agency reported Friday, citing an unnamed source in the court. Authorities must charge Vakhayev within 10 days or release him, according to the report.

The killing of Klebnikov, 41, compounded concerns about the safety of journalists in Russia and about the violence often used to settle scores. The Committee to Protect Journalists has listed Russia as one of the world's 10 most hazardous countries for reporters."

NEWS BRIEF: "Ahmedabad, Nov 19 : The Islamic cleric arrested from Hyderabad in connection with the "ISI conspiracy case" has confessed to his role in spreading terrorist network across the country and sending youth for training to Bosnia and Chechnya, a senior police official said.

Maulana Nasiruddin has confessed to his role in various anti-national activities and that Osama bin Laden was his role model, Deputy Commissioner of Police (crime) D G Vanjhara told reporters here.

"Two of the Maulana's associates Abdul Aziz and Mohammed Hanif were sent to Bosnia and Chechnya for terrorist training around two years ago. One of them has been arested by Hyderabad police", he said.

While remanded with the city crime branch, the 54-year-old cleric also admitted that he was proud of Mohammed Asgar Ali, the Hyderabad-based hired sharp-shooter who allegedly assasinated former Gujarat Minister Haren Pandya. PTI"

To keep prices high, the diamond market is putting laser etched serial numbers on the natural stones. MADRID, Spain -- Ten suspects charged with membership in an al-Qaida cell that allegedly helped prepare the Sept. 11 attacks have been jailed to prevent them fleeing Spain ahead of their trial, court officials said Saturday.

The 10, including Al-Jazeera reporter Tayssir Alouni, were arrested earlier this week and jailed Friday after being free on bail for more than a year.

They were among 40 people, including Osama bin Laden, indicted by Judge Baltasar Garzon on charges of belonging or collaborating with al-Qaida. Eleven people, including the alleged leader of al-Qaida in Spain, Imad Yarkas, were already in jail while the rest, including most of the principal suspects, are at large.

Garzon charged some of the 40 with actually helping prepare the Sept. 11, 2001 attacks. Garzon, who issued the first indictments in September 2003, argued that al-Qaida used Spain as a staging ground for the attacks so he had jurisdiction to seek prosecution.

Along with Alouni, the other nine jailed Friday were Basam Dalati Salut, Sid Ahmed Boudjella, Ghasoub Al Abrash Ghayoun, Mohamed Khair El Saqqa, Abdalrahman Alarnot, Kamel Hadid Chaar, Jamal Hussein Hussein, Waheed and Ahmad Koshaji Kelani.

Ex-CIA official: Bush plays into al-Qaida's hands

WASHINGTON - Osama bin Laden is much less focused on trying to destroy Americans' way of life than on changing U.S. policies in the Middle East, a newly retired CIA terrorism expert said Friday.

The "genius" of bin Laden's approach is that it has united Muslims from countries around the world as never before, said Michael Scheuer, who headed the Central Intelligence Agency's bin Laden unit from 1996-99.

"He has created an organization that is absolutely unique in Muslim history," he said.

President Bush's decision to invade Iraq last year has worsened matters by fueling the growth of this global Islamic insurgency - "a back-breaker" in the terrorism fight, he said.

During a wide-ranging breakfast with reporters, Scheuer also said he has no doubt that bin Laden wants to unleash a nuclear attack on the United States, perhaps with one of about 100 "suitcase bombs" believed missing from the former Soviet Union.

Scheuer said bin Laden would most likely acquire nuclear weapons from Russian sources - "some sort of a Mafia organization" - rather than from Pakistan, an Islamic country with nuclear weapons and with a history of spreading its nuclear know-how. The main reason Russia would be a likely source, he said, is the vastness of the Russian nuclear weapons complex and the rampant corruption there.

Bin Laden already "clearly has a presence in the former Soviet Union (and) he has shown a strong willingness to work with un-Islamic people if it furthers his game," Scheuer said.

Bin Laden also received authorization from a Saudi religious cleric in May 2003 to use nuclear weapons against the United States, he said. The edict said that bin Laden could kill millions of Americans because the country was responsible for killing many Muslims.

He also said bin Laden's al-Qaida network likely already has operatives in the United States who could obtain radioactive material from a research laboratory or medical facility and set off a "dirty bomb."

While still at the CIA, the 22-year agency veteran wrote the book "Imperial Hubris," whose author was identified only as "Anonymous" and which sharply attacked Bush's handling of the war on terrorism.

On Nov. 12, as Rep. Porter Goss, R-Fla., was taking the helm at the intelligence agency, Scheuer resigned, saying he wanted to join the national debate about how the United States should respond to bin Laden.

He said Bush and Democratic challenger John Kerry both misread bin Laden in declaring during the campaign that the terrorist leader seeks "to destroy our way of life."

"The genius of bin Laden is to focus on our policies, rather than our lifestyle," he said. "I don't think (bin Laden) gives a darn about elections, women going to school, liberties. All of those things he probably doesn't like. But his genius is knowing he's not going to get anybody to support him if he's opposing our drinking Budweiser."

He said Bush played into bin Laden's hands by invading Iraq, considered Islam's second-holiest place by Shiite Muslims.

Someone should have warned Bush in advance that the war would put the United States, with troops in the Arabian Peninsula, and Israel, which polices Jerusalem, in control of Islam's three holiest sites and fan anger among the world's 1.3 billion Muslims, Scheuer said.

The war has broadened bin Laden's appeal, as he has been winning the propaganda battle over satellite television and the Internet, recruiting new members in countries near and far, Scheuer said.

"We've watched the Palestinians for 50 years, and they can't agree to cross the street together," he said. "Bin Laden has Saudis and Egyptians and American Muslims and Japanese Muslims and Malaysians, Filipinos. It doesn't work perfectly, but it's ... certainly got us on the run."

Scheuer also criticized national security officials during the Clinton administration - and a CIA operations chief - for failing to push attacks in the late 1990s that might have killed bin Laden on any of 10 occasions when his whereabouts were known.

In May 1999, he said, the agency had "firsthand, eyes-on information" about bin Laden's whereabouts in Kandahar, Afghanistan, for five straight nights. But senior officials decided not to shoot, he said, for "fear of collateral damage, fear of Western opinion that we were gunslingers."

Scheuer said he takes seriously the possibility that al-Qaida might obtain nuclear weapons because, since 1996, bin Laden "has pursued weapons of mass destruction in a manner which was unlike any other so-called terrorist group we had ever seen."

Scheuer described bin Laden as "an odd combination of a 12th-century theologian and a 21st-century CEO."

"You don't have to like him," he said, "but you do need to respect him, because he has a greater ability to hurt the United States than we have ever really acknowledged."

Scheuer said that in his view, bin Laden's taped speech broadcast four days before the election had several purposes. Bin Laden wanted to warn the United States of an impending attack, because he was criticized in the Muslim world for failing to do so before the Sept. 11 suicide hijackings, and to do "whatever he could do to make sure Mr. Bush was elected," he said.

"Mr. Bush was the best foil for him to operate against," Scheuer said, because of the way the president defends the very policies bin Laden uses to incite Muslims.
