The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

That could be the pitiful lament we hear from negligent U.S. officials if Al Qaeda pulls off an attack on the United States using weapons of mass destruction smuggled across our southern frontier.

Were that horrendous event to happen, leaders in the administration and Congress would be justly hit with the same question that was perhaps unjustly cast at them and their predecessors after the unprecedented Sept. 11, 2001, terrorist attacks: Why didn't they connect the dots?

WEBSITE EXPOSING KILLING OF CHILDREN LAUNCHED IN JOINT TRANSATLANTIC ACTION BY BRITISH PARLIAMENT AND U.S. CONGRESS

LONDON, ENGLAND / WASHINGTON, D.C.  (ANS) -- An international website, dedicated to documenting and exposing the killing of children and young people, was simultaneously launched yesterday in the British House of Commons and on Capitol Hill in the United States.

It was launched by Alistair Burt MP and Lord David Alton of Liverpool in the United Kingdom and in the US by Senator Brownback and Congressman Franks and Congressman Pitts in the United States.

In Brazil, four to five children are being killed every day. Already, over 160 cases have been documented since the website was started.

One example is Samanta Isidoro Gonçalves, aged just 8, who was killed on Septmeber 24, 2004 by a stray bullet in Rio de Janeiro’s Bonsucesso neighborhood. Reportedly, she was going home from church and was shot in the head when crossing the street. According to relatives and witnesses, at least ten shots were fired at the moment she was killed.

“When children are killed in the UK or the US, it is front page news. In places like Brazil where violence against children is commonplace, the lives of children who are killed are easily forgotten. Many people assume that the dark days of the killing of children have been consigned to the pages of history. By reporting the daily murder of innocent children, the website will enable us to raise awareness of the scale of the problem and leverage pressure on the governments to stop the killing.” Lord Alton stated.

In a live telephone call during the launch, Congressman Trent Franks told Lord Alton, “The launch of the website today is momentous because we must bring a broader awareness to the plight of the street children in Brazil. I am wholly supportive of this effort and believe that every child's life must be valued."

“I commend my friend Lord Alton and the Jubilee Campaign for launching this very important website today. The alarming rate of street children being killed each day in Brazil must be exposed to the world community. The website (www.stopkillingchildren.com)  will bring faces to the children who have been ignored for too long and will prove to be an effective form of advocacy for human rights in Brazil. Future generations have suffered most from the corruption, the drugs, and the crime that have flooded the streets of Brazil’s major cities. Thank you to Jubilee Campaign and Lord Alton for making this issue a priority and launching this important website.” Senator Brownback wrote.

Congressman Pitts also commented: “In the midst of all the other atrocities occurring around the world, the plight of street children is often forgotten. Stopkillingchildren.com is the latest in a series of steps that Jubilee Campaign has undertaken since the early 1990s when they were one of the first UK groups to highlight the killing of children by police death squads. The new website aims to bring much greater awareness about the violence currently meted out to children who have no voice.

An endemic drugs problem and the proliferation of small arms in Latin America is leading children to become embroiled in gang warfare where they are often the first victims. An impotent and often complicit police force does little to bring the killers to justice or protect other children from a similar fate.

The website was one of several practical recommendations made in Jubilee’s report, Children of the Favela, which was published following their investigative trip to Brazil (see the reports section of www.stopkillingchildren.com). 

Stopkillingchildren.com, which was designed without charge by Webvida Ltd, was launched simultaneously in the House of Commons and on Capitol Hill in the US by Parliamentarians from across the political spectrum.

Speakers at the UK launch included Lord Alton, Alistair Burt MP, Baroness Hooper and Luke Dowdney, MBE.

Lord Alton is an independent peer in the House of Lords and was MP for Mossley Hill, Liverpool for 18 years. He is Co-Founder of Jubilee Campaign.

Jubilee Campaign is an independent human rights group which works with over 150 MPs for religious liberty and children’s rights around the world.

Lord Alton launched the new website yesterday in the Jubilee Room at the British Parliament. The new web site is dedicated to ending the killing of street children in Brazil.

In February 2004, Lord Alton traveled with a Jubilee delegation to Brazil, where he was shocked to learn that an average of four to five children and adolescents are murdered every day in the favelas, or slums, of Brazil's major cities.

The new web site, www.stopkillingchildren.com,  features photographs and descriptions of children who have been killed. Lord Alton hopes that the site will raise awareness about the problem and spur citizens and leaders in the US, the UK and elsewhere to put pressure on the Brazilian government to stop the killing. Lord Alton also requests that each person who visits the site tell ten other people about it and ask each of them to do the same.

The following are excerpts from Lord Alton's account of the web site launch. The full story will appear as his column in the December 5 issue of The Universe.

SPREAD THE WORD: STOP KILLING CHILDREN

“Among those who attended a crowded meeting in Parliament's Jubilee Room to launch a new web site highlighting the killing of Brazilian street children were Baroness (Shirley) Williams, Lord Hannay, former British Ambassador to the United Nations, and MPs Alistair Burt, Sir Nicholas Winterton and the Reverend Martyn Smyth. The all-party alliance of left, right and centre, Lords and Commons, was rare and all the more welcome for that,” Lord Alton said.

“During the meeting there was a telephone link-up with the US Congress, as Congressmen Trent Franks and Joe Pitts simultaneously launched the web site on Capitol Hill. Congressman Franks movingly said that 'every life is precious and needs to be recorded.' Congressman Pitts called for renewed efforts by government officials and non-governmental organizations to work together to help street children.

“British and American parliamentarians decided to join forces to highlight the killing of an average of four to five children in Brazil's favelas every day. Jubilee Campaign, who issued my report on the plight of street children in February (you can download the report from Jubilee's UK web site: www.jubileecampaign.co.uk),  organized both the gathering of information and the launch of this new web site. Their formidable efforts and the work of the parliamentary street children committee has been driving on awareness and action,” he said.

“An expert from Brazil's National Movement of Street Children says that between four and five adolescents are murdered daily, that every twelve minutes a child is beaten, that 4.5 million children under twelve are working and that 500,000 children are engaged in domestic labor. In 40 percent of crimes, children are the victims.

“The massive proliferation of small arms is a central cause. One of the movement's activists told me, 'It is easier for a child to get a gun than to get a bus pass.' In Brazil, these are the weapons of mass destruction and you don't need inspectors to find them--they are everywhere.

“Alongside the greater accessibility of guns, what has changed since the 1990s and deepened the crisis is the emergence of a ruinous drugs culture. Formerly, Brazil was simply a transit country for the notorious producers of Colombia, Bolivia and Peru. Today, Brazil ranks only after the USA as the second biggest consumer of cocaine. In Rio's 680 favelas, where about 25 percent of the city's 12 million people live, this has led to the emergence of no-go areas controlled by rival gangs such as Red Command and Third Command, who organize and arm the children.”

Lord Alton said the web site, www.stopkillingchildren.com  has two aims.

“In the absence of a gravestone for many of these children, this site will document the deaths of children killed through armed violence. This site will be a memorial and a reminder that their lives are not forgotten.

“It will also be a tool to leverage political pressure demanding effective action to stop the killing of children. The web site has letters to be downloaded and sent to the Brazilian President and a petition to sign.

He added: “That this initiative is needed is illustrated by some of the 160 cases that are already on the site. They document the lives and deaths of children and young people whose lives have been needlessly cut short.”

As people left the meeting, they each took a small stone etched with the name of a dead child, he added.

In conclusion, Lord Alton said: “Many committed themselves to visit the site and to draw it to the attention of at least ten other people, and to ask them to do the same. This campaign deserves widespread support, and if enough people respond, it will make a real difference. Brazil is a beautiful country and it has many good leaders. But they need a wake- up call. These children are the future of Brazil, and if no one acts to stop their killing, Brazil will have no future.”

In a related case in King County Superior Court, prosecutors in October filed assault and extortion charges against some individuals associated with an Islamic religious school run out of a South Seattle barbershop. The school was "training children ... in Anti American rhetoric," and "how to shoot and fight the Americans," according to court documents.

The owner of a restaurant downstairs from the Crescent Cuts barbershop on Rainier Avenue South told police that he had been asked to participate in the bank-fraud scheme. When he refused, he said, he was assaulted by a group of individuals and beaten with a meat tenderizer.
He described the school in court documents as "an anti-American training ground for Muslims."

We are not like your brethren in hate and cowardice. We will stand shoulder to shoulder with family, friends, and neighbors and fight to keep what we won all those years ago. Any blood flowing on our streets will be that of you and your ilk.

DITTO! Any islamics reading this: You have been warned. It might behoove you to fight against your "brothers" who perpetrate jihad while you silently support them...or face the consequences. There are not enough "authorities" in this country to stop what another attack on our country, and especially our children, will bring down on your heads.

We are a patient and benevolent people. But the line has been approached. I suggest you not cross that line.

This Travel Warning is being updated to remind U.S. citizens of ongoing safety and security concerns in Lebanon. This supersedes the Travel Warning for Lebanon issued May 20, 2004.


The Department of State continues to warn U.S. citizens to consider carefully the risks of travel to Lebanon. U.S. citizens in Lebanon are encouraged to register with the U.S. Embassy in Beirut where they may also obtain updated information on travel and security in Lebanon. See registration details below.


Tensions in the Middle East have prompted public expressions of anti-U.S. rhetoric and public sentiment. Events in past years in Lebanon, such as bombings directed at U.S. franchises and the November 2002 murder of a U.S. citizen in Sidon, underscore the need for caution and sound personal security precautions. Anti-American demonstrations have occurred in the last 12 months in refugee camps, in the southern suburbs of Beirut and in Beirut proper to protest U.S. foreign policy. In May 2004, an anti-government demonstration in the southern suburbs of Beirut turned violent resulting in the deaths of five demonstrators.


Americans have been the targets of numerous terrorist attacks in Lebanon. The perpetrators of many of these attacks are still present and retain the ability to act. American citizens should thus keep a low profile, varying times and routes for all required travel. Americans should also pay close attention to their personal security at locations where Westerners are generally known to congregate, and should avoid demonstrations and large gatherings.


The U.S. Government considers the potential threat to U.S. Government personnel assigned to Beirut sufficiently serious to require them to live and work under a strict security regime. This limits the movement of U.S. Embassy officials in certain areas of the country. This factor, plus limited staffing, may hinder timely assistance to Americans in Lebanon. Unofficial travel to Lebanon by U.S. Government employees and their family members requires prior approval by the Department of State.


American air carriers are prohibited from using Beirut International Airport (BIA) due to continuing concern about airport and aircraft security arrangements. For similar reasons, the Lebanese carrier Middle East Airlines (MEA) is not permitted to operate service into the United States. Official U.S. government travelers exercise additional security measures when using Beirut International Airport.


U.S. citizens who travel to Lebanon despite this Travel Warning should exercise heightened caution when traveling in parts of the southern suburbs of Beirut, portions of the Bekaa Valley and South Lebanon, and the cities of Sidon and Tripoli. Hizballah has not been disarmed and it maintains a strong presence in many of these areas, and there is potential for action by other extremist groups in the city of Tripoli.


Palestinian groups hostile to both the Lebanese government and the U.S. operate largely autonomously inside refugee camps in different areas of the country. Intra communal violence within the camps has resulted in violent incidents such as shootings and explosions. Travel by U.S. citizens to Palestinian camps should be avoided. Asbat al-Ansar, a terrorist group with apparent links to Al-Qaida, has targeted Lebanese, U.S. and other foreign government interests. It has been outlawed by the Lebanese government but continues to maintain a presence in the Ain al-Hilweh refugee camp.


Dangers posed by landmines and unexploded ordnance throughout south Lebanon are significant and also exist in other areas where civil war fighting was intense. Travelers should be aware of posted landmine warnings and strictly avoid all areas where landmines and unexploded ordnance may be present. Tensions remain in Lebanon's southern border with the possibility of Hizballah and Palestinian militant activity at any time.

Public access hours for American citizens are Monday through Thursday, 8:00 a.m. to 11:00 a.m. However, American citizens who require emergency services outside of these hours may contact the Embassy by telephone at any time. 24-year-old Luke C. Wullenwaber of Lewiston was killed in Iraq Tuesday. According to the U.S. Army, he was conducting a security mission and a vehicle-borne improvised explosive device detonated near his military vehicle.


Wullenwaber was a 1st Lieutenant assigned to the Army's 1st Battalion, 506th Infantry Regiment, 2nd Infantry Division, based in Camp Greaves, Korea."
