I see where you're going with this, but I disagree with the conclusion... NOT voting AT ALL equals a vote for the status quo... Bush is the status quo...

It also doesn't take into account the number of eligible voters - many are children, immigrants, felons or otherwise disqualified residents

60 million means nothing more than being able to say Bush gained 10 million more votes than in 2000. Not bad for being a "divisive president". If he gets to 61 million, he'll beat Reagan's increase in votes in his re-election.
