His belt is too small. He has to pull the buckle too far over in order for the tab to go into the belt loop. If he'd buy a bigger sized belt he could buckle it in the correct belt hole and the buckle would be directly in the middle as it should be.

The writers of Seinfeld certainly understand the fascism of political correctness. Punks living in NYC in 1972-1974 did too; somehow the political left co-opted punk just as they co-opted rock and roll in the 1960s.
