The Kerry/Edwards campaign and the Democratic National Committee are advising election operatives to declare voter intimidation -- even if none exists, the DRUDGE REPORT can reveal.
A 66-page mobilization plan to be issued by the Kerry/Edwards campaign and the Democratic National Committee states: "If no signs of intimidation techniques have emerged yet, launch a 'pre-emptive strike.'"

The provocative Dem battle plan is to be distributed in dozens of states, the DRUDGE REPORT has learned.
One top DNC official confirmed the manual's authenticity, but claimed the notion of crying wolf on any voter intimidation is "absurd."
"We all know the Republicans are going to try to steal the election by scaring people and confusing people," the top DNC source explained.

Greta had Jesse Jackson on after the debate talking about disenfranchised Blacks in Florida, then she asked him about the voter fraud in Colorado. His answer was something about the rich having lots of ways to influence the vote, the poor have only a few.
I wish that someone could get that transcript so that I could get his exact quote.

O.K. Rush, Sean and Michael Savage are going to have to pick up on this; we know there won't be a peep from the MSM about this.
From now on, anytime there is a charge of voter intimidation, all the republican has to do is say:
"It's well known that the democrats are planting false stories of voter intimidation, as evidenced by this memo."
The Republicans now have a cookie-cutter talking point that can be used to nuke any discussion of "voter intimidation". The previous Republican response was "I am not intimidating voters. Some of my best friends are black." This is much much much better.

I have to admit, though, I am a little skeptical about the document.
Remember, lefties are kniving scumbags, they saw the Dan Rather debacle. Don't be surprised if this is an intentionally faked document being used as a launching pad for the dems to say "the Bush team is forging documents again" and other crap. Just watch.

They plan to give talking point to minority and civil leaders - um, isn't that collusion and illegal per FEC? Yes, it is.
They also threaten the media about which ads they should accept.
I sent it to my SOS and the election boards in my county - this is evidence in any potential lawsuits.
The DNC will have a hard time denying this document came from their camp, so they will fight like hell to kill lawsuits where they are the defendant.
That Memo was specifically for Colorado? yet it appears to be a national memo (particularly well suited for states...)

I'm sorry...I'm laughing here. This seems like something Clinton would do...OR something the DNC would do in a revers Dan Rather type thing and blame the Republicans for making this stuff up.
Not that it would work because I do believe this is at the heart of what they will do on November 2. So if it is a fake on their part...it pretty much showed ahead of time SOMEONE thought they would go down that road.
