Since I was discharged in the Navy as an officer about the same time..I can compare it to my documents.

I don't know. I just took the terminology right from his records. What few there are. :) And the explanation regarding the reserve requirement of 48 drills is on his contract.
Records of the BCNR are not subject to release under the Freedom of Information Act because of the very nature of their purpose, which is the upgrade of a less than Honorable discharge to something higher, though I have seen upgrades from Other than Honorable to a General but not an Honorable.
Again, to get a dishonorable discharge, Kerry would have had to be convicted at a General Court Martial, which carries the weight of a felony conviction.
He may have earned a General or even an Other Than Honorable, though. A general is just that.....General, and no real shame attaches (unless, like Kerry, you claim great war hero status etc.). An Other Than Honorable is not good. You lose certain veteran's benefits and there is a taint to it.
Have a little faith. Way back in May nobody thought a little group of men who were calling themselve the SBV for Truth would have any impact on a National election. People are talking and listening to what they have to say.

Like others here, I don't think it's got much legs unless an original DD-214 (certificate of release or discharge from active duty) can be produced, or some record of the proceeding of this "review by a board of officers" turns up.
Any remaining records that the Bureau of Naval Personnel and the National Military Personnel Records Center in St. Louis are holding have to be the ones that are not subject to release under the Freedom of Information Act, and as such cannot be disseminated without permission of the member, through his signature on an SF-180.
Not very likely that Kerry would consent to release of a possibly damaging official military document, I'd say.

That's an understatement. If Nixon did try to take revenge on him by using the military judicial system, the leadership and direction of the entire antiwar movement would have been Kerry's for the taking.
