DUBAI (Reuters) - Osama bin Laden accused President Bush of deceiving the American people and said the Sept. 11 attacks would not have been so severe if the president had been alert.
In an address on Al Jazeera television just days ahead of the U.S. presidential election, bin Laden also said the U.S. administration resembled "corrupt" Arab governments.
"It never occurred to us that the commander in chief of the country (Bush) would leave 50,000 citizens in the two towers to face those horrors alone ... because he thought listening to a child discussing her goats was more important," bin Laden said, referring to Bush's visit to a school when the attack occurred.
Al Qaeda leader bin Laden said he had first thought of attacking the United States after the 1982 Israeli invasion of Lebanon. U.S. intelligence agencies believe that it appeared to be bin Laden on the tape, one official said.
Bin Laden appeared to be sitting or standing at a table against a neutral brown background. He wore a round, white head covering and white tunic under a light brown cloak.
Reading from a sheet of paper, his voice was strong and he appeared in fair health, his full beard a mixture of white and dark gray. At times he gestured at the camera with his right index finger to emphasize points.

Aljazeera Television has aired a video from Usama bin Ladin.
Bin Ladin's latest message was for the American people.
This latest tape has been subtitled in English and will be available on http://english.aljazeera.net soon.
The timing of this videotape is significant as it comes less than a week before the American presidential elections.
Usama bin Ladin heads al-Qaida, held responsible for the attacks of 11 September 2001 on New York and Washington.

The only way to pull that off without tipping your hand is by luring the equipment to the location under false or alternative pretenses. Election night will include multiple venues with the right equipment set up in large cities. The setup activities for Tuesday night are likely already in progress. That sure doesn't pin it down.

just a clarification : this is from last october.
Bin Laden doesn't want to be used as a political pawn so i think that's why he made the comment about Bush and Kerry. Since Kerry was only confirmed democratic nominee and bin Laden refers to him in name, let's hope this puts to rest all the "Bin Laden is dead" talk.
That rings hollow. There is nothing in that statement that identifies what actions the people of the United States might take to ensure their own security. It is meaningless rhetoric spewed to assuage his Islamic conscience before committing the act.

Usama bin Ladin has issued a message to the American people, broadcast on Saturday on Aljazeera television. A full and exclusive translation follows:
"Oppression will only go against the oppressors.
"This is a message from Usama bin Muhammad bin Ladin to the American people regarding your aggression in Iraq. Peace be upon those who follow the righteous path.
"Some have the impression that you are a reasonable people. But the majority of you are vulgar and without sound ethics or good manners. You elect the evil from among you, the greatest liars and the least decent and you are enslaved by your richest and the most influential among you, especially the Jews, who lead you using the lie of democracy to support the Israelis and their schemes and in complete antagonism towards our religion (Islam).
"These schemes are paid for in our blood and land, and your blood and economy.
"This has been proved by recent events. And the war on Iraq, which has nothing to do with you, is proof of that.
"Bush and his gang, with their heavy sticks and hard hearts, are an evil to all humankind. They have stabbed into the truth, until they have killed it altogether in the eyes of the world.
"With this behaviour they have encouraged hypocrisy, and spread vice and political bribes shamelessly at the level of heads of state.

"You have to know that we are counting our dead, may God bless them, especially in Palestine, who are killed by your allies the Jews. We are going to take revenge for them from your blood, God willing, as we did on the day of New York. Remember what I said to you on that day about our security and your security. Baghdad the seat of the Caliphate, will not fall to you, God willing, and we will fight you as long as we carry our guns. And if we fall, our sons will take our place.
"And may our mothers become childless if we leave any of you alive on our soil."
