BELOIT, Wis. - Sen. John F. Kerry [related, bio] held a town-hall meeting on the economy here yesterday to proclaim his fiscal responsibility, but left some in the audience questioning how he could pay for all his proposals and still balance the budget.
Beloit resident Susan Johnson listened to Kerry speak at the Edwards Pavilion & Sports Complex but said she didn't understand how the presidential hopeful can enact his health-care and education-reform plans and also reduce the deficit.
``He seemed to be making conflicting points to me,'' said Johnson, 45. ``I guess I have to read his book, but I have to figure out how he's going to do that.''
Johnson was referring to the new book detailing Kerry's policy proposals, ``Our Plan for America,'' which his aides distributed to the crowd.
Marlys Fassett, who lives in Cambridge, Mass., was here visiting her parents and attended the rally.
``I'm most interested in health care, because I'm a medical student, and how they're able to pay for such broad reforms,'' she said after the rally.
During the event, Kerry pledged to reduce the deficit by half during his first term.
``We have to get back to being fiscally responsible,'' he said. ``I'm not going to be responsible for piling debt on our children's heads and taking Social Security away.''
The Bay State senator also vowed to provide health care for all children, fund educational reform and lower taxes on the middle class.
Kerry told the crowd he'd keep the budget in check by reinstating pay-as-you-go budget rules, cracking down on tax loopholes for corporations, and asking for line-item veto power.
Kerry's plan is to SAY he has a plan.
Period.

Hoodwinking the public is getting harder and harder. Maybe we do have something to thank Bill Clinton for after all.

I think many Kerry supporters are putting him on double secret probation.
It is embarrassing that their candidate cannot articulate an economic policy.
It is embarrassing that their candidate cannot articulate a foreign policy.
It is embarrassing that their candidate has to pretend his entire record as a legislator did not exist.
It is embarrassing that their candidate barely even showed up to work even when his only job was representing MA in the Senate.
The President is clearly vulnerable - a likable candidate with a relatively moderate voting or governing record, a semblance of a work ethic, and a few clearly articulated, unambiguous policy stands could probably beat the President.
Instead, they are saddled with Kerry, a glum, leftist absentee Senator who can't make a plain statement without qualifying it into nothingness.
He and the DNC really owe the rank and file party members who got them this far much better.
Kerry has a very short memory. The Republican Congress gave Clinton line-item veto power back in the early 90's. I believe it was Robert Byrd (D-WV) (Sheets) who went to the Federal Courts and had the law overturned.
It would require a Constitutional change - not an easy thing to make happen. Kerry should know this also!

I guess Kerry missed SCOTUS ruling the line-itme veto unconstitutional. Not that the constitution matters to Kerry.
He's a flip-flopping liar, toots....but you'll still vote for him anyway.

BELOIT, United States (AFP) - Democratic presidential nominee John Kerry (news - web sites) promised to cut in half the size of the US budget deficit in his first term in office and accused the administration of President George W. Bush (news - web sites) of conducting an irresponsible fiscal policy.
"A stronger America, that means strengthening our economy by making sure that Washington lives within a budget just like you do," Kerry told a meeting in this small Wisconsin town.
According to his campaign, halving the deficit will allow to create 10 million new jobs, make quality health care more affordable and improve the education system.
Kerry plans to cut the deficit by reforming the student loan program, cutting subsidies to high income corporate farmers, modernizing the health care system, and cutting prescription drug costs by requiring Medicare, a health insurance program for the senior, to negotiate better prices.
The candidate also wants to eliminate wasteful offices, improve efficiency, streamline the bureaucracy an freeze the federal travel budget.
Democrats insist that budgetary discipline instituted in the 1990s had allowed them to boost investor confidence and create 23 million jobs.
"In a severe departure from the bipartisan approach of the 1990s, Bush has gone on a six-trillion-dollar spending spree, passing or proposing over six trillion of new tax cuts and entitlement spending without paying for a single dime of it," the Kerry campaign said.
"His reckless fiscal policies have resulted in millions of jobs lost and turned record surpluses into skyrocketing deficits, placing an enormous burden on future generations."
