So... Do we operate under the Constitution, or don't we? Does the government get to decide, short of explicitly declaring mertial law, when to operate within the Constitution? Do we have a "cafeteria constituion" where the government obeys only the convenient parts?

Correct. Trying to maintain security with a hostile population within our borders is insane. We need to deport every illegal moslem, close the borders to illegal intrusion, and scrub every moselm here on a visa for even the slightest whiff of a connection to radical moslem organizations. Anything less isn't being serious about security.

No, you can't hermetically seal a border. But you can come close. And that is all that is needed: lower the chance of success to below a reasonable threshold. Right now, terrorists and tons of explosives could walk across the borders at will, no matter how many we shoot in their caves.
The last time I was in DC I noticed a tremendous number of large heavy concrete planters on many streets. Obviously they are there to deter bombers.
Concrete barriers will prevent intrusion by cars and trucks.

The serious answer is that being President of the United States has always been, and always will be, a highly dangerous occupation. The Bush administration anti-terrorist policy has been more successful than most, liberal or conservative, expected, but there are no guarantees.
bin Laden, if still alive, wants to get the US out of the Middle East, not to provoke new US attacks. While there could be terror anywhere, attacks in Europe are now more likely than here. They would love to hit the Olympics if they could.

Orders of magnitudes more people will be unaffected by any attack than will be affected by an attack. It is of critical importance that the rest of us remain as calm as possible, stay dialed in, and help others to avoid any precipitous action during the early aftermath.
Keep in mind that early reports are often wrong or just plain exaggerated.
Help keep the phone lines clear, stay home if you don't absolutely have to travel, and encourage others to do the same.
There's a very good chance that increased security and vigilance will force the terrorists to postpone or cancel their attacks, or that they will be apprehended before being able to reach their targets, but if they do manage to get through, the best weapon we have in the aftermath is rational thought.
