When the Bush administration took over the Pentagon's beleaguered inspector general office in 2002, officials found something startling: The director's office, at some point, had been electronically bugged.
Sorting out why the listening device was inside the walls of the office, with a cord leading to another office, is just one issue that had to be addressed by Joseph E. Schmitz, President Bush's pick three years ago to be the Defense Department's top cop.
A Naval Academy graduate and civil litigation lawyer, Mr. Schmitz was tapped to run the office responsible for investigating million-dollar fraud in the far-flung defense industry and criminal misconduct by senior Defense Department employees.
His nomination delayed by Senate Democrats, Mr. Schmitz finally came on board a year into the Bush administration. He set out to right a ship dogged by charges of corruption and cronyism.
But he also had to deal with an electronic bug apparently left over from eight years of the Clinton administration.
An internal "info memo," a copy of which was obtained by The Washington Times, was written by a staffer in Mr. Schmitz's office:
"On June 19, 2002, during a routine meeting with the director of security for the Department of Defense, it was reported to my staff and me that a potential 'listening device' was previously discovered in the infrastructure of DoDIG.
"The DoD directorate of security conducted a routine sweep for electronic listening devices in certain areas of the ninth and tenth floors of the DoDIG on Aug. 7, 2000. The sweep revealed that a wire had been installed inside the wall structure leading to and from the ninth and tenth floors of the DoDIG (areas which comprise the Defense Criminal Investigative Service and the personal office space of the inspector general)."

And that is old news, in a way: for in 1996 John Kerry received cash from Johnny Chung and Liu Chaoying, daughter of a powerful Chinese military official, for providing high-level access to Federal securities regulators. Kerry's cash came from transfers sent to Chung on orders from the chief of Chinese military intelligence [7].

I suspect that too. I don't understand how anyone could be surprised if it does turn out that way. After all, all of the main characters here were complicit in Chinagate. If you'd betray your country for one foreign power, why not another?
According to stories published in the New York Times, Newsweek and the New York Post, Chung came to Kerry's office in July 1996 to seek help in getting Lt. Colonel Liu Chaoying in to meet with the Securities and Exchange Commission.
Lt. Colonel Liu was then an executive of China Aerospace, a PLA military owned company that produces nuclear tipped missiles. Liu's sponsor Johnny Chung made clear during a meeting in Senator Kerry's office that she was interested in getting China Aerospace listed on the U.S. Stock Exchange.
Lt. Col. Liu was well known in military and intelligence circles. Lt. Col. Liu's father, a retired PLA general, was until 1997 vice chairman of the Central Military Commission. In response, Kerry ordered his aides to contact the Securities and Exchange Commission. According to Newsweek, "the next day Liu and Chung were ushered into a private briefing with a senior SEC official." Within a week of the SEC meeting, Kerry's staff wrote Chung asking him to host a Sept. 9 fund-raiser.

I don't know, but the theft is bringing the major players in the Chinagate scandal to the forefront again and they are all people that are crucial to the 9/11 investigations.
All the years we were railing about the Treasonous Clinton administration, apparently were mild to what was really happening.
