I doubt it, unless AQ is really, really dumb. Not that I'm eliminating that possibility, of course - but I think they just "got lucky" on 9/11 because of Bill Clinton's years of neglect, and they probably can't reproduce it.
Beware of "experts" hawking a book they just wrote.

9 to 12???? I'd be amazed if they pulled off one low-level dirty bomb attack in ONE city. "Nuking" 9 to 12 major cities is such a quantum leap from that that it is barely worth noticing.
Maybe at the last minute, the elections should be moved up a few days. That threw them off in Iraq. Right?

Well, ok, but your analogy is not quite appropriate, because they were discussing strategy rather than capability. They were not arguing whether or not the Japanese COULD attack us, just whether or not they actually WOULD. As it relates to this report, however, the question is whether or not Al Qaeda even has that capability. And I cannot believe they do.
Do you think these monkeys would really have allowed us to beat the hell out of them for the past 3 years without retaliating in some way? And is it really feasible that they would have spent 6+ years of planning for 9/11 if it was within their capabilities to nuke 12 of our cities whenever they felt like it? Why not juke blow the nukes and really make an impact?

This rumor has been around for years, it seems unlikely this fellow would have any definitive answers.
Also, I don't like his resume.
I think they're going to try something before the elections. Whether they will succeed is a different matter, but the Madrid example is just too tempting for them to pass up.
