It will have been 30 days since the death of RR on the 4th of July. We have mourned him and have shown him respect with our Flags at half-staff. Now on the Fourth of July let us once again raise them to the top and celebrate the birth of this great nation.

The proclomation states that his death occurred on June 5. I don't see anyway to argue that he died on June 4...besides, 30 days from that date would carry through July 4, until the colors are retired for that day.
Very few government buildings will have anybody there on the Fourth, for me it will fly at the top at noon.

You're right. After reading your post, I recounted (this time taking off my shoes). And since this time I did NOT include a June 31st, I also came up with the 5th. :-)
So flags should indeed still be at half staff on July 4th.

I like the idea about the black streamer. We have a flag that projects from the house, and we pulled the flag down some, but couldn't really take it halfway. I'll get some black ribbon this weekend and do that.
I'll bet they taught you to write June 31, 2004 on your checks in public school too, didn't they.

I understand buy my personal protocol will be to raise to full staff at noon July 4th. Re post 28, 30 days is for all federal entities, schools business and individuals can folow their own guidlines. There is no direspect for RR.

My Navy background tells me that the only flag flown above the stars and stripes is the church pennant and then only while services are in progress.
