It is when the cops hit the suspects car to make it spin out. They try to make it happen when there is no other cars around it so that they don't involve other cars in the "accident". Good luck doing that in LA, the car capitol of the world.

Not yet. Last I saw of her, she was leaning up against a patrol car, just a wee bit upset.
One's still in the house. Two are in custody, one male, one female.
SWAT's been called in.
