FAIRLAWN, Ohio -- An 13-year-veteran of the Fairlawn Police Department was terminated Tuesday after an investigation of traffic stops involving women were discovered to be of a sexual nature.
Fairlawn Mayor William Roth Jr. said that a six-week investigation was conducted before Officer Richard Jacobs (pictured, left) was fired. The investigation reportedly uncovered numerous violations of the City of Fairlawn Police Department's rules of conduct.
The investigation began on April 21, 2004, after a written complaint was filed by a city resident regarding a traffic stop two days earlier.
The woman said she was allegedly stopped for speeding, but submitted to a field sobriety test for drunken driving. She said she was handcuffed and put in the rear seat of a cruiser and asked three times what would she be willing to do to get out of the ticket, Roth said.
Another incident allegedly happened on Dec. 24, 2003, officials said. In this incident, the complainant said Jacobs allegedly attempted to convince her to engage in sexual activity with him. The woman said she was allowed to continue home without incident.
The investigation also revealed that Jacobs abused his authority to access information from the Law Enforcement Data System. Officials said he could not indicate a law enforcement purpose for the queries.
The case was reviewed by the Summit County Prosecutor's Office for possible criminal conduct, but charges will not be filed because of insufficient evidence.
Police Chief Kenneth Walsh said Jacobs denies any wrongdoing and has filed for an arbitration hearing to fight his firing.
Lends new meaning to being "picked up" by the police.
If the investigation found improper access to the Law Enforcement database, shouldn't that be grounds for criminal charges, above mere firing?
Maybe the women were on PCP.
The cop found out that this sort of thing isn't as easy as it appears to be in porn films.
He must have thought he was supposed "To Molest and Undress".
This guy should be the next Dem Presidential candidate.
I've never had a female cop do that..............
What? No Jumping Jacks?
Geesh, can't a man have some fun on Christmas Eve? Where's the Christmas spirit? This cop was following the lead of William Jefferson Clintoon, what's wrong with that? (snicker, snicker)
Happened to one of our cheerleaders in high school back in the '70s. We couldn't understand why she was so late...totally uncharacteristic. When she finally arrived, she was obviously flustered. CA CHP had pulled her over and basically asked her out on a date...didn't threaten her with a ticket or arrest or anything like that...just pulled her over to ask her out. (She was very beautiful and drove a camaro...the body style that Jim Rockford drove.) When she turned him down (and presumably after he found out she was underage), he let her go.
Apparently his success rate was high enough to be worth the continued effort.
Reminds me of the old pervert (no not me, a different one,) who got his face slapped 9 out of 10 times.
In 1994 I was on the 55 freeway going to Newport Beach for the day. A cop put his lights on a pulled me over. I wasnt speeding so was confused. The cop gets out of his car, walks over to me and leans down on my door, (I had a convertible, which was down) smiles and says, "I just wanted to get your number".
I am TOTALLY serious.

Guns Before Butter.
Wallkill NY PD got slammed for this.
They'd stop women driving alone at night, shine flashlights on the women's physical attributes, and then ask for sexual favors.
They got slammed hard enough for it that they were termed a danger to the community.
Make your request when she tells you "Anything you say can be held against you."
Give the perp a fair trial and a fast hanging.
Oh, female cops do this all the time, you just have to be the one to initiate it.
Next time a gal cop pulls you over, just drop your pants, you may be very surprised!
Be careful what you wish for.
Female cops are known for unnecessary roughness and liberal use of handcuffs.
