If the investigation found improper access to the Law Enforcement database, shouldn't that be grounds for criminal charges, above mere firing?

Happened to one of our cheerleaders in high school back in the '70s. We couldn't understand why she was so late...totally uncharacteristic. When she finally arrived, she was obviously flustered. CA CHP had pulled her over and basically asked her out on a date...didn't threaten her with a ticket or arrest or anything like that...just pulled her over to ask her out. (She was very beautiful and drove a camaro...the body style that Jim Rockford drove.) When she turned him down (and presumably after he found out she was underage), he let her go.
In 1994 I was on the 55 freeway going to Newport Beach for the day. A cop put his lights on a pulled me over. I wasnt speeding so was confused. The cop gets out of his car, walks over to me and leans down on my door, (I had a convertible, which was down) smiles and says, "I just wanted to get your number".
I am TOTALLY serious.
Not to mention "Cop-u-late"
