Joe Wilson is akin to a little case of athlete's foot that just won't go away. It's not Bush's fault that this happened; it's one of those things that just results from him going barefoot in the locker room, so to speak.

The CIA, I believe, asked for the investigation-- meaning they were upset about it. Ask Tenet "Why the investigation? Where's the scandal?" Plame had two jobs. One was her job which everyone could google. The other was the covert one. She'd go to these foreign countries as Plame the straight-laced bureaucrat. She'd become Plame the black operations agent when no one was looking. Her black op cover was blown by someone at the WH. That pissed Tenet off.
Plame had two jobs-- one that the beltway knew-- and one that they didn't: that she served as a black op agent while serving in her boring "google-able" job. People in foreign countries and in this country who associated with her had spotlights from foreign intelligence services shined on them once the news came out-- jeopardizing national security and the lives of these people. Tenet wasn't happy about this, understandably, and called for the investigation.
I can watch that movie a dozen more times and a dozen more times more. Hilarious.
