The package, unanimously endorsed yesterday by the Senate Finance Committee, is expected to be embraced by the Virginia Senate. Approval by the House of Delegates, where anti-tax sentiment endures, remains uncertain - even though the compromise was largely fashioned to accommodate the House. [Then it oughtta be NO NEW TAXES, eh?] Other features of the measure, which blends higher taxes with tax relief, are a 27.5-cent-per-pack increase in the lowest-in-the-nation cigarette tax, now 2.5 cents; a 10 percent wholesale tax on other tobacco products [even on Skoal?!
