"The General Assembly is poised for a possible breakthrough in the 105-day standoff over taxes and spending and votes today on a $979 million revenue plan that freezes the popular car-tax-relief program and raises the sales tax by a half-cent. The package, unanimously endorsed yesterday by the Senate Finance Committee, is expected to be embraced by the Virginia Senate. Approval by the House of Delegates, where anti-tax sentiment endures, remains uncertain - even though the compromise was largely fashioned to accommodate the House. [Then it oughtta be NO NEW TAXES, eh?] Other features of the measure, which blends higher taxes with tax relief, are a 27.5-cent-per-pack increase in the lowest-in-the-nation cigarette tax, now 2.5 cents; a 10 percent wholesale tax on other tobacco products [even on Skoal?! The bastards!!]; a boost in the deed tax; income-tax breaks for the working class and poor through increased deductions and higher filing thresholds; the continued elimination of the sales tax on groceries; and raising the sales tax to a nickel on the dollar. The initiative does not do away with the estate tax on the assets millionaires leave their heirs, and it establishes restrictions on tax breaks for seniors, under which a couple, regardless of income, can now subtract $12,000 on their state returns."
