Two Chinese diplomats, away from their Los Angeles consulate improperly, recently sped their vehicle past a Los Alamos National Laboratory guard post near classified facilities in what U.S. officials think was an intelligence mission, The Washington Times has learned.

That noise I'm speaking of comes from OUTSIDE the house, and is so startling and LOUD it can awaken you, gets your attention, in a hurry.

This noise comes from outside my house. Does that make a difference in what you said? I have surge protectors on most of my stuff. Don't know if they help or not, but yes have several brown outs, if that's what causes the dimming of light bulbs. Interesting.

If the Sharia Courts are used to resolve crime involving Muslims and Christians, they are going to have their hands full in Canada. Do you have an air conditioning compressor outside your house? For central air conditioning, this is usually a large box 3 ft X 3 ft or larger with a big fan inside. It turns on at the same time as your inside air conditioning.

The thought has crossed my mind that Target stores are always crowded and always have packed parking lots - the name alone is symbolic and puts me a little on edge when we face suicide bombers and who know what other "challenges."Like you said, we all need to be extra observant and cautious about what is around us. Nothing or no one will keep me from getting out and about. Living in fear is one thing - being cautious is another.

Yep. Used to have a big oak tree leaning toward the power line. Every time the wind blew hard the tree would creak and moan (sorta like me), a limb would momentarily touch the lines and the power would go off just for a second. Evidently, the event was not enough to trip the transformer.

I went and looked and one of those a/c compressor things are right beneath my bedroom window, on that end of the house. There's a couple more on the other end of the house. Would that cause the horrendous noise?

Yes, there's several of those things out there. Surrounded by small fences and plants?

That's a common landscaping technique to hide necessary, but unsightly stuff. The plants act as a noise baffle too. You have a candidate to check next time the "groan" occurs.

The fan and compressor motors will hum like crazy if the voltage is too low to move the motor armature.

Revise Constitution to allow greater flexibility: council

Staff report

A private think tank issued a policy proposal Wednesday urging Japan to develop an independent national strategy and contribute to building a "non-war community order."
The Policy Council of the Japan Forum on International Relations called for the war-renouncing postwar Constitution to be amended to ensure Japan plays a larger role in international affairs and has its own security policy as an independent nation.

The group presented the policy recommendations, entitled "New World Order of Non-War Community and Future of Japan-U.S. Alliance," to Prime Minister Junichiro Koizumi.

The lengthy report says North America, West Europe and Japan have lowered their mutual sovereignty barriers and are "in the process of moving toward a no-war community in which member countries mutually abandon war as a means of solving international disputes."

While the United States is emerging as the sole dominant world power following the collapse of the Soviet Union, the "U.S. empire" has not shown an ambition for territorial expansion, making it different from other historical empires, the report says.

But it criticizes the current U.S. administration's unilateral approach toward world affairs, and calls for a "sense of responsibility and mature leadership as a superpower."

It says the quest for a "no-war community" is part of a new world order. Japan should move away from passive pacificism toward active pacifism, it says.

The group said Japan should become a permanent member of the U.N. Security Council, and the government should rectify its present interpretation of the Constitution, which prevents Japan from exercising a right to collective self-defense.

The report says the government should enact a "Basic Law on Security and International Peace Cooperation" instead of a series of patch-up security measures.

It says the basic character of the Japan-U.S. security alliance should be transformed "into a more equitable one" by departing from Japan's conventional reliance on the U.S. for its own security.
