WASHINGTON (CNN) -- This week's deadly train bombings in Spain will not lead to a rise in the U.S. color-coded terror threat alert system, a Department of Homeland Security spokesman said Friday.
"Based on the current intelligence, we have no specific indicators that terrorist groups are considering such an attack in the U.S. in the near term," said department spokesman Brian Roehrkasse.

Mark Kimmitt, deputy operations director for Combined Joint Task Force 7, told reporters the U.S. 4th Infantry Division reported that one of its border patrols in the northeastern part of Iraq "was, in fact, shot and fired upon by what is believed to be personnel wearing uniforms resembling those worn by Iranian border guards."
The American soldiers "took self-defense measures (and) returned fire" against their assailants, Kimmitt reported, noting the exchange soon ended.

Detection and Imagine of Underground Structures Using ELF/VLF Radio Waves
ELF/VLF radio waves penetrate deeply beneath the surface of the earth and interact with the geologic structure of the earth. This interaction induces secondary fields with measurable effect at and above the surface of the earth. Proper understanding of the physics of the generation and propagation of ELF/VLF waves and their interactions with earth materials will allow these waves to be used for applications such as sub-surface communications and exploration of the subsurface geological structure. The research called for under this effort is to assess the viability of exploiting the concept of electromagnetic induction to detect and image subterranean features such as tunnels, bunkers, and other potential military targets.
Geophysical surveying using natural ELF/VLF sources, such as lightning or auroral generated signals, is an established procedure. In general, however, the procedure has been developed with the interest in locating areas of highly conductive material such as metal ore deposits.
There are many significant issues that need to be resolved, however, before the concept can be evaluated for military applications such as detection of underground structures. These issues can be divided into six primary topics:
(1) the physics of, and methods for modeling the generation of ELF/VLF waves from various sources;
(2) methods for measuring ELF/VLF field components in a covert manner;
(3) methods for modeling and characterizing ELF/VLF wave propagation including the effects of surface topography and subsurface terrestrial properties;
(4) the physics of the propagation and attenuation of the secondary fields above the earth's surface;
(5) procedures and algorithms for inverting measured electromagnetic field information to obtain subterranean conductivity structure particularly aimed at identifying and characterizing man-made structures or natural voids; and
(6) algorithms for producing unambiguous detection and classification of underground voids or structures in the presence of geological noise and clutter.
The Space Effects Division of the Phillips Laboratory Geophysics Directorate is interested in receiving proposals related to the theoretical understanding and practical development and demonstration of techniques for the detection of underground structures using ELF/VLF radio waves generated by natural and man-made sources. Issues to be examined by the proposers include: methods for measuring ELF/VLF field components by covert means; methods for characterizing, and interpreting ELF/VLF wave generation and propagation, including the effects of surface topography and subsurface geophysical properties; procedures for inverting the electromagnetic field properties to obtain realistic, depth-dependent geophysical parameters with particular interest in identifying man-made structures and natural voids within the surrounding geology; and algorithm development for the unambiguous detection of underground voids or man-made structures in the presence of real-world geophysical noise and clutter.
This PRDA seeks proposals of original and innovative research dealing with the development, implementation, and demonstration of these concepts. The proposer will need to demonstrate a basic understanding of the principles of ELF/VLF wave generation, ELF/VLF guided-wave propagation, instruments and measurement procedures and problems for ELF/VLF, methods for inversion of ELF/VLF data into depth-dependent geophysical models and for detecting zones or targets of interest and for characterizing those targets. Highly original and innovative proposals dealing with one or more of these topics relevant to this progam will be considered for funding.
Several distinct methods for ELF/VLF generation are available to support these efforts. Proposers are encouraged to consider including the controlled ELF/VLF sources provided by the 960KW HF transmitter of the HAARP, presently under construction outside Gakona, Alaska and the HIPAS facility located near Fairbanks, Alaska. PL/GPS is the program manager for the HAARP facility. The Office of Naval Research controls the HIPAS facility. Both sites will be available to support the research efforts under this PRDA.

I think that information about Iraqi (former Baathist party member) involvement in the Madrid bombing makes it very clear that there is indeed a link between AQ and Iraq, and that Iraq was very adept at working through local terrorist groups to achieve its goals.
Of course, since the people were stampeded into voting for the Socialists (there was a lot of pressure - rent-a-mob mini-riots of students and other gullible sorts outside of PP headquarters in numerous cities all over Spain, egg throwing, fires at PP offices, etc.), this will never get examined as it should be.
Another Freeper is busy searching for more articles on this in the Italian press, so we'll probably have updates. This is not something our own press would bother mentioning since, according to their hero Kerry, there's no connection whatsoever between Iraq and terrorism.

Adzharian Troops Put on Full Combat Alert Minister

MOSCOW, March 15 (Itar-Tass) - Adzharias troops have been put on full combat readiness, Adzharian Interior Minister Dzhemal Gogitigidze told Itar-Tass by telephone on Monday.
An ultimatum that Georgia issued to Adzharia expired at 10:30 p.m. Moscow time (1930 GMT).
Gogitigidze said the autonomy has all necessary things for defence. Now a certain number of troops is now deploying on the border with Adzharia. If it necessary, Adzharias Air Force will be mobilised, the minister stressed.
He noted, About 1,000 peaceful citizens came to the borders of the republic to become a human shield and rebuff possible attacks.
Earlier, Adzharian authorities imposed a curfew and declared a state of emergency.

Russia is continuing a Cold War-era program to build deep underground bunkers, subways and command posts to help Moscow's leaders flee the capital and survive a nuclear attack, The Washington Times has learned. Among the ambitious projects: a secret subway being built directly to the residence of Russian President Boris Yeltsin outside Moscow. "The underground construction appears larger than previously assessed," a CIA report labeled "top secret" reported two weeks ago. "Three decrees last year on an emergency planning authority under Yeltsin with oversight of underground facility construction suggest that the purpose of the Moscow-area projects is to maintain continuity of leadership during nuclear war."
A copy of the report was obtained by The Washington Times from defense sources. A CIA spokesman declined to comment. Disclosure of the secret multibillion-dollar construction program comes less than two weeks after President Clinton and Mr. Yeltsin agreed in Helsinki to extend the deadline for nuclear arms cuts under the START II treaty because of Russian concerns over "dismantlement costs."
U.S. officials said the Russian spending on strategic defenses, coupled with ongoing procurement of new strategic missiles and submarines, raises questions about Moscow's claims not to have funds needed to carry out START II reductions. The outlays also raise new worries among some U.S. officials about whether U.S. aid to Russia is allowing Moscow to spend its money on building new strategic forces and facilities. "How can the United States be so gullible to accept Russian claims that it doesn't have the money to comply with START II when it's made the decision to modernize its forces and build these underground facilities?" asked one U.S. government defense official.
According to the CIA report, construction work is continuing on a "nuclear-survivable, strategic command post at Kosvinsky Mountain," located deep in the Ural Mountains about 850 miles east of Moscow. Satellite photographs of Yamantau Mountain, also located about 850 miles east of Moscow in the Urals near the town of Beloretsk, show continued digging at the "deep underground complex" and new construction at each of the site's above-ground support areas, the CIA stated. Yamantau Mountain means "Evil Mountain" in the local Bashkir langauge.
"The command post at Kosvinsky appears to provide the Russians with the means to retaliate against a nuclear attack," the CIA report said. "The rationale for the Yamantau complex is unclear." According to the CIA report, the Russians are building or renovating four complexes within Moscow that would be used to house senior Russian government leaders during a nuclear strike.
A map published in the report showed new subway construction under way from Victory Park Station in Moscow to Mr. Yeltsin's dacha, some 13 miles west of the Kremlin and about four miles from the Moscow Ring Road. Additionally, the CIA report stated that a bunker for Russian leaders at Voronovo, about 46 miles south of Moscow, is nearly complete. A second bunker located at Sharapovo, some 34 miles from Moscow, has a special underground subway running directly to it. The subway system for Russian leaders allows for "rapid evacuation of leaders during wartime from Moscow," the CIA said. Presumably, the leadership would then be flown to the Yamantau or Kosvinsky complexes. According to the report, Mr. Yeltsin and Prime Minister Viktor Chernomyrdin endorsed the construction of the bunkers, subways and command posts, and funding for the Yamantau facility was listed for the first time this year in the Russian federal budget.
Peter Pry, a former CIA analyst and author of a new book on Russian nuclear operations, said the continued construction of the Russian strategic defense sites is ominous and cannot be dismissed by U.S. officials as "inertia" from Cold War-era strategic policies. "It shows they take the threat of nuclear war so seriously that they're willing to spend scarce resources on it," Mr. Pry said, adding that he was not familiar with the CIA report. "These things are tying down billions of dollars in rubles that could go into other enterprises the Russians need - for example, providing housing for Russian military officers." Mr. Pry said Russian press reports say the underground facility at Yamantau Mountain covers an area as large as the Capital Beltway.
The Clinton administration has been providing hundreds of millions of dollars in U.S. aid to Russia to help Moscow dismantle its nuclear arsenal. Despite the aid, the CIA report shows that the Russians are building both defensive and offensive strategic facilities and weapons, including a new type of long-range strategic missile and a new strategic missile submarine.
Russian Defense Minister Igor Rodionov said in February that both the reliability and control of Russian nuclear weapons were in question because of the deterioration of the armed forces, but Pentagon officials have dismissed the statements as posturing by Mr. Rodionov in a bid to boost his budget.
Mr. Pry said the Russian construction program also shows that Russian leaders do not see a diminished threat of nuclear conflict. "This is a manifestation of the Russians' continued war-fighting attitudes," Mr. Pry said. "They believe in the idea that you can survive and prevail in a nuclear conflict. These kinds of facilities are designed to survive for weeks and months."
By contrast, U.S. nuclear protective facilities have been largely shut down. The complex underneath the Greenbriar resort in Virginia was abandoned, along with another facility in Virginia known as Mount Weather, U.S. officials have said.

The United States on Friday renewed its advisory against travel to Kenya and 11 other nations in eastern Africa region.
In extending the warning for another six months, the US State Department said "there remains the threat of future terrorist attacks in East Africa". Travellers to the region are urged to "carefully review their plans accordingly".
US warnings regarding East Africa were initially issued last September. A separate advisory covering Kenya, specifically, has been in effect for nearly 10 months. The new advisory is to remain in effect until September 13.
In addition to Kenya, other countries covered by the advisory include Comoros, Djibouti, Eritrea, Ethiopia, Madagascar, Mauritius, Reunion, Seychelles, Somalia, Sudan, and Tanzania

that there is dengue activity in the town of Tennant Creek, Northern
Territory, Australia.
The correct situation is that _Aedes aegypti_ has indeed been
discovered there, and there are efforts being led by Peter Whelan to
eliminate it, but there is no activity of dengue virus/es.

An Open Letter to the People of Spain

The terrorist attack that massacred 200 of your countrymen, and injured over a thousand, was a horrific act. The world grieves with you. We all know it could have happened to our people in our countries just as easily as it happened in Madrid last Thursday.
But no matter how tragic and horrible that act was, it was not a victory for the terrorists.
The victory for the terrorists in Spain came on Sunday.
The professed goal of the attack, according to numerous Al Qaeda communiques, was to punish Spain for its support of the United States in the war against Iraq.
Sunday, in your free elections, you voted to place the communist party in power. This morning your new leadership announced that it would withdraw the Spanish troops from Iraq, and in effect abandon the coalition.
Your actions proved beyond the shadow of a doubt to Al Qaeda that if they kill enough people in a mass casualty attack that they can swing the popular vote. You've proved that they can influence elections.
You have just guaranteed that the United States will sustain a mass casualty terrorist action on our soil before our November elections. After all, maybe we too can be frightened into a policy of isolationalism. You probably also doomed Tony Blair's government in England to the same fate. How many will die in terror attacks in the United States and England in order for the terrorists to try and intimidate us?
In 1937, your countryman Pablo Picasso created a masterpiece depicting the horrors of wars in Guernica.
That same year, British Prime Minister Neville Chamberlain made this statement: "We should seek by all means in our power to avoid war, by analyzing possible causes, by trying to remove them, by discussion in a spirit of collaboration and good will." He entered into a policy of appeasement with Germany, instead of taking a stand and drawing a line in the sands of time. The end result was that Adolf Hitler had more time to strengthen his hold on power and perpetrate a holocaust not just on the Jews of Germany, but on much of Europe.
At the same time, your countrymen were giving their lives in a struggle for freedom in Spain.
You were not afraid in 1937. Where is the courage of 1937?
The message you sent to Al Qaeda yesterday was clear. "Please don't threaten us; please don't kill our people; we'll do what you want us to do."
Why are you allowing the terrorists to intimidate you now? Why do you let them win?
What happened?
I leave you now with the words "Hasta la Vista". Call us when you need us. You will be calling; your actions in response to the Madrid terrorism attack guaranteed it. And when you call us, we will come and help. Even if Al Qaeda threatens us and attacks us. We don't let fear cower us into appeasement or surrender. That's the kind of people we are.
