More than likely, the guy in the picture is a member of Task Force 21, the SOF unit that spearheaded the search for Saddam. Task Force 21 is comprised largely of Delta Force and CIA paramilitary types, hence the lack of name tags and insignia on the uniform, and the blurred face in the photo.

In Black Hawk Down the author says many of the troops wore kneepads because it was painful to kneel on the concrete and rubble (when taking cover) for extended periods of time. I imagine that would be true of much of the terrain in Iraq as well.
