Any of the BP types in your ping list can tell you this is the ordinary day-to-day mayhem they see on the Mexican side and to some extent on this side of the border.

The difference now is that the smugglers consider the U.S. to be weak, so they no longer fear something like having an ordinary shootout on I-10. Thirty years ago they wouldn't have dared.

He's a Caudillo, albeit a modern one. Showing stern disregard for other's feelings will, to his mindset, show that he is strong and they are weak and insignificant.

Mexico is a primitive society based on aggression and unfeeling force. The laws are a farce that everyone ignores. Only a cycle of intimidation and tribute make the society operate (I won't say "work" because that implies some sort of civil success).

And Fox is on the ropes. Because of PRI control of his legislature, such as it is, he cannot change things significantly. So he has one hope, and one hope only: get the United States to change. That's probably easier than changing Mexico. All he has to do is allege racism by the Americans and that's it. They roll over and grovel to him.

Pretty amazing that he can get away with crap like that, considering his Irish-Spanish ancestry. Not exactly a Mestizo himself.
