He's a Caudillo, albeit a modern one. Showing stern disregard for other's feelings will, to his mindset, show that he is strong and they are weak and insignificant.
Mexico is a primitive society based on aggression and unfeeling force. The laws are a farce that everyone ignores. Only a cycle of intimidation and tribute make the society operate (I won't say "work" because that implies some sort of civil success).
And Fox is on the ropes. Because of PRI control of his legislature, such as it is, he cannot change things significantly. So he has one hope, and one hope only: get the United States to change. That's probably easier than changing Mexico. All he has to do is allege racism by the Americans and that's it. They roll over and grovel to him.
Pretty amazing that he can get away with crap like that, considering his Irish-Spanish ancestry. Not exactly a Mestizo himself.
Mexicans live with this farce in Mexico, and bring this attitude with them to America. Our government rolls out the red carpet to them despite the fact that they break our laws. I think that makes our laws a farce too, only American citizens have to follow the law, not illegal aliens.
That would be rather hypocritical of Fox considering the fact that he heads a country that is 93% Latino. You can't find very many countries that are as racist as Mexico.
Most of the elite kleptocrats are like that, much Spanish(or other European), not much Indian. OTOH, my Mexican friends, and they are pretty well off folks due their own hard work and business successes, have lots of Indio in their background. One's mother is full blood Mayan (family name Dzib), the other is very very dark complected, but his features are not particualarly Mayan.
