A government can only hold power as long as the police and military are willing to use force on their fellow countrymen to put down a rebelion.
When the cops on the street refuse to shoot, and the privates in the millitary refuse to fire, the goverment has no power.
The privates in the army and the cops on the beat are just ordinary people. The rulers can no longer rule if they refuse to follow the rulers orders.

Well, let's see. Normal annual rainfall: 41". Total YTD is closing on 30". Currently on pace to break the record for most rain in a single year at this location. Any rain now causes flash flooding (if you look at my NEXRAD snap, you can see several green boxes - those are flash flood warnings).
I guess I would say we're getting too much dark and stormy stuff where it really isn't needed anymore.

BTW - Dulles airport recorded 51" of snow this last winter. Where I grew up in New York (where my folks still live), the average winter has 55".

(Fargo, North Dakota-AP) -- Rosemary Severinson has been writing to Lucille Raspotnik for 57 years. But it wasn't until yesterday that the two women finally met.
Severinson, a native of Devils Lake, North Dakota, was eleven years old when she began the pen-pal relationship.
The two have corresponded for nearly six decades, sharing news about their marriages, children, holidays and family deaths.
Severinson -- who now goes by the last name of Johnson -- says the two women have exchanged pictures, but they've only spoken on the phone five or six times. She says finally meeting her pen pal is "almost like a dream."
Severinson now lives in Moorhead, Minnesota. Raspotnik lives near Pittsburgh, Pennsylvania. They met yesterday at the airport in Fargo.
