Several presidents have faced an opposition-controlled House and Senate, governed through gridlock, and achieved legacies widely recognized by historians. In fact, some of the most enduring domestic and foreign achievements in American history happened under these exact conditions.
1. Harry S. Truman (1947–1949: The 80th Congress) Truman is the most direct historical parallel to an aggressive, embattled executive taking on a hostile legislative branch. The Situation: In the 1946 midterms, Republicans swept both chambers of Congress for the first time in nearly two decades. Truman was dismissed by Washington insiders as an accidental, weak caretaker president. The Opposition: Truman famously dubbed them the “Do-Nothing, Good-for-Nothing 80th Congress” and used them as an adversarial foil. The Achievement: Despite brutal partisan warfare, Truman’s executive tenacity—backed by foreign policy figures like George Marshall—pushed through the Marshall Plan to rebuild Europe, created the Department of Defense and the National Security Council (National Security Act of 1947), launched the Truman Doctrine, and integrated the U.S. Armed Forces via Executive Order 9981. He then went on his legendary 1948 "Whistle-Stop" tour and defeated Thomas Dewey in one of the greatest upsets in presidential history. Today, Truman is consistently ranked among the top ten American presidents.
2. Dwight D. Eisenhower (1955–1961: The 84th, 85th, and 86th Congresses) Eisenhower was a literal "Savior General" who spent six of his eight years in the White House with Democrats controlling both the House and the Senate. The Situation: After losing the Republican majorities in 1954, Ike governed from the center-right while facing Democratic leaders like House Speaker Sam Rayburn and Senate Majority Leader Lyndon B. Johnson. The Achievement: Instead of grinding the country to a halt, Eisenhower leaned on his immense personal stature and executive discipline. Facing a Democratic Congress, he enacted the Federal-Aid Highway Act of 1956 (building the Interstate Highway System—the largest public infrastructure project in world history), created NASA, admitted Alaska and Hawaii to the Union, and signed the first civil rights legislation since Reconstruction (the Civil Rights Act of 1957). He ended the Korean War and maintained peace and fiscal solvency throughout the Cold War.
3. Bill Clinton (1995–2001: The 104th, 105th, and 106th Congresses) For a modern example of an executive boxed in by an opposition majority, Clinton's post-1994 term is the playbook for "triangulation." The Situation: The 1994 "Republican Revolution" handed both the House and Senate to Newt Gingrich and Bob Dole. The Achievement: After a government shutdown in 1995, Clinton declared "the era of big government is over." He used veto leverage to force concessions, signing major bipartisan achievements: the 1996 Welfare Reform Act, the Children's Health Insurance Program (CHIP), and deregulation packages that led to four consecutive federal budget surpluses—the only balanced budgets in modern memory. He left office with approval ratings above 65%.
(Honorable Mention) Ronald Reagan (1987–1989: The 100th Congress) While Reagan had a Republican Senate from 1981 to 1986, the Democrats took back the Senate in 1986, giving them full control of Congress for Reagan’s final two years. The Achievement: Despite Democrats controlling both chambers during the height of the Iran-Contra hearings, Reagan operated from executive momentum on the global stage. He bypassed congressional skepticism to sign the INF Treaty (Intermediate-Range Nuclear Forces) with Mikhail Gorbachev, eliminating an entire category of nuclear weapons and laying the groundwork for the fall of the Soviet empire.

Great read! Thank you for posting!
A few things I think Trump can do in his final two years where he doesn’t need congress to make it happen.
Get this war with Iran over and over quickly.
Get Gas prices back to under $3/gallon
Let his economic plan continue because it’s working
Speed up mass deportations, get as many people out of this country as possible, if a Democrat wins in 2028, the gates will be open again
Do whatever is necessary to bring an end to the war in Ukraine, the insane lunatics in the EU seem hell bent on a war with Russia, this would be catastrophic and would likely draw the US into that war, this would be a doomsday scenario if that happens.
Get things in order to give the Republican nominee the best chance of winning in 2028
Reduce or eliminate income tax. He is still destined to be a great president. He will veto everything. We’ve weathered here Obama years, the worst, and of course the Biden years.
You forgot Obama in 2010 mid-term election.
Gridlock is good. The fewer the laws passed by Congress, the fewer of our rights they can sell to the highest bidder.
The way I see it, Trump can do one last thing of value for America. Like a flawed hero who is mortally wounded, he can step out and draw enemy fire for as long as possible before he bleeds out. The more time the Democrats and their allies in the autocracy spend litigating and orating and bloviating against Trump, the less time and energy they have to be pushing forward an anti-American and anti-human agenda. So ironically my message to Trump now is: your mouth and your ego caused tonight's disaster, more than any other single factor. But now it is your greatest gift. Just be yourself and pull the anti-Americans down into the abyss with you. And cut Vance and Rubio and the rest loose to focus on demonstrating good policy positions and being the adults in the room for 2028.
(Actually sooner, as I expect Vance to be president before then. The impeachment that is coming will be hogwash, but as we saw from the farcical Ukraine impeachment attempt the merits of the impeachment argument are virtually irrelevant.)
Most interesting, and a much-needed morale boost. Thank you so much for sharing this.
Buckle up, America. You’re about to get what you voted for.
“The era of big government is over.” -Bill Clinton, 23 January, 1996
We still have Congress for now.. What are Republicans going to do before January? Nothing is my guess.
It would be a nice touch of irony if he ended up doing what the Lefties had dreamed for Kamala...8 years, plus, as POTUS.
So many of your points are so right, but they also assume what in England they used to call a ‘loyal opposition’. That’s not what was elected last night. What was elected last night is a racist, antichristian mob that hates both God and the very idea of America.
I take great comfort that God is in charge, but He was in charge when Babylon invaded Jerusalem and when Rome destroyed the Temple. It’s going to be rough.
Deep State controlled Congress before Elwction Day.
It will continue to control Congress after Election Day.
If we want to take back control of Congress, the citizenry needs to refuse to allow Deep State to pick our candidates for us.
“Get this war with Iran over and over quickly.”
How? Iran isn’t shooting at our tankers. They are shooting at tankers owned by Panama and Liberia. They are shooting at everyone. If we end the war, Iran can just keep shooting at the tankers. Gas goes even higher.
That’s why we have a POTUS and Pentagon and spend a trillion dollars a year on defense, somehow someway this war needs to be over, if drags on until 2028 there will be no chance for a Republican to win the presidency and you open yourself up to a true radical like AOC becoming POTUS.
“If we end the war, Iran can just keep shooting at the tankers”
The reason they are shooting at the tankers is because of the Israel / US attack on them
Yes but us declaring it is over will not undo that. We cannot end this war if Iran wants to continue it.
Put an immediate freeze on immigration, H1Bs, and student visas for the next two years.
.
That is true.
But it is also true that the DemonicRats were not insane then.
