I think it’s the political and popular pushback that’s hard

People hate Trump, probably mostly because the do what they’re told and they’re told to hate him, but they hate him for being right. He does these things after he establishes leverage. There won’t be enough pushback to stop this

The USA PATRIOT Act of 2001 (Pub. L. 107-56), signed by President George W. Bush and passed by the Republican-controlled 107th Congress, did strengthen anti-money-laundering rules and require financial institutions to implement Customer Identification Programs (CIPs) under Section 326. However, it did not contain a provision in Section 326(b)—or elsewhere—that specifically allowed U.S. banks to accept the Mexican Matricula Consular card as valid ID for opening accounts (or for loans/credit).

What Section 326 actually didSection 326 required the Treasury Secretary (jointly with federal regulators) to set minimum standards for verifying the identity of persons opening accounts: collect identifying information, verify it to a reasonable extent, keep records, and check against government lists of known/suspected terrorists.

Context and limitationsBanks and credit unions have long been free to decide what IDs they accept (subject to CIP rules and their own risk policies). Acceptance of the Matricula Consular grew in the early 2000s (e.g., Wells Fargo and others) for deposit accounts, often paired with an ITIN. This was not a congressional “allowance” targeted at undocumented immigrants. The PATRIOT Act's focus was counter-terrorism and money-laundering controls after 9/11. Credit cards, mortgages, auto/business/personal loans are not automatically available. Many require a Social Security number, credit history, or other underwriting that the Matricula alone does not provide. Deposit accounts are the more common use case.

In short: Undocumented immigrants can (and do) open some bank accounts at institutions that accept the Matricula Consular (or similar foreign government photo IDs) under the flexible CIP rules that flowed from Section 326. But the claim overstates and misattributes this—the Act did not contain a Section 326(b) provision authorizing the card, and it was not a deliberate Republican/Bush policy to enable banking services for “illegals.” The regulations simply declined to prohibit it while emphasizing identity verification.

Banks don't enforce immigration laws/enforcers especially via EO since they are not agents of the Executive Branch. Further regulating ITIN numbers would require an act of Congress.

Guess what Freepers, more than half elected Congressional Republicans will die on a hill to defend illegal aliens just based on the fact they don't fix this issue with total control of two Branches of our government law making/signing capabilities LOL. Riddle me that.
