There are always two ways to discuss anyhthing with a liberal. Listen to them rant and provide loaded information that either can’t be proven or is a direct lie, or wait until they pass out or are dead. She wasn’t using the time for discussion, just making unproven accusaions to the public probablyu out of her security level.
If I was Rubio, I would have stood, told the committee they didn’t need him there as a stooge or audience member, I don’t have the time, call me back when it gets out of her personal committee and a question to be answered is in the immediate future, and bid them goodbye.

No where in there does it say the sec of state is required to be threatened by the congress or any committee when they are questioning the values or actions of the president on financial information even as a congress.
It is only because of the SCOTUS hearing cases in the 20 century concerning federal commerce. But the U.S. Supreme Court has never heard a case that directly rules on a president’s personal “honesty” or truthfulness regarding commerce. They are stretching Article I, Section 8, Clause 3

While Congress regulates foreign commerce, the president exercises separate, concurrent authority over foreign affairs and diplomacy under Article II, leading to shared or overlapping influence in international trade negotiations. So this is not about the commerce, it is about trying to smear the president with information improperly using the commerce section of the Contitution. And Rubio is not there to do that or participate in it.
It falls under Separation of Powers:
Congress has oversight and investigative powers, but it cannot compel an executive branch official to politically or rhetorically join a legislative critique of the president.
Under policy defense: Cabinet officials routinely appear before congressional committees to defend or explain administration policies—such as recent executive actions or military engagements—but they are not required to adopt or echo congressional opposition. And if they are not given the oppoortunity to do that, congress is misusing a government employee. At the least, fraud, waste and abuse.
