In a socialist society, workers at the DMV (or the equivalent) would be assigned the task of diagnosing the problem and performing all necessary work. Might be fixed in 3-4 years.

Copper thieves have shut down the light rail in King County Washington numerous times. Thieves were stealing the cable TV standby batteries for the lead until one of the technicians installed GPS transmitters in them. That got them big. Surveillance cameras should get these fiber thieves.
